This position is located in the Comptroller's Flight at an Air National Guard (ANG) flying Wing. The purpose of the position is to function as the Financial Management (FM) focal point for the Financial Improvement and Audit Readiness (FIAR) initiative, as well as, advise the Comptroller and Wing Commander in all matters relating to FM FIAR within the FM community. The incumbent will provide direction and leadership, under the Comptroller's authority, towards the planning, implementing and achievement of the FM FIAR initiative within the Wing. This work requires knowledge and skill in the application of related laws, regulations, precedents, methods and techniques of budgeting.
Executes assigned duties in compliance with OMB Circular A-123 (OMB 123) and FM FIAR Guidance. Responsible for ensuring compliance with established FM FIAR Methodology which provides a step-by-step approach to achieving improved financial information and audit readiness. Focuses audit readiness efforts on improving processes, controls, and related documentation based on the results of the application of the Methodology. Analyzes and acts on legislative information and matters regarding ANG Wing financial and non-financial resources pertaining to all FM FIAR requirements.
Develops management plans that document business and financial environment, defines and prioritizes processes into assessable units, assesses risks and tests controls, evaluates supporting documentation, and identifies weaknesses and deficiencies. Ensures management defines and designs its audit ready environment, recommends and documents solutions to resolve deficiencies, identifies resources required to implement corrective actions, and defines validation procedures to determine whether corrective actions successfully remediate the deficiency. Manages the evaluation of corrective actions and effectiveness through testing; and, determines the ANG Wing's compliance standards and audit readiness within the comptroller flight.
Performs detailed analyses for the FM FIAR initiative for the assigned ANG Wing. Assembles and/or develops background data, information, and documentation to support required FIAR analysis. Addresses all financial and non-financial requirements related to the financial accounting and reporting framework designed to achieve budgetary integrity as defined by the Federal Accounting Standards Advisory Board's (FASAB) accounting concept. Researches, compiles, and summarizes data involving obligations, expenses, and item information, narrative information, and quantitative data for use in FIAR reviews.
Coordinates and issues technical FIAR guidelines and instructions for the inspection of support and systems at the installation level within the comptroller flight. Develops and documents standards for measuring the efficiency and effectiveness of field FM FIAR operations. Working relationship with unit Quality Assurance Manager (QAM).
Develops program initiatives to ensure FM FIAR requirements are met (i.e., perform additional self-tests outside NGB/FM FIAR direction). Analyzes FM FIAR requirements and identifies any data variances to validate internal controls. Plans and executes unit FM FIAR audits and evaluations to determine efficiencies and effectiveness of internal procedures and processes. Ensures the proper objectives, scopes, and steps are taken to complete each FM FIAR requirement through the evaluation, gathering, assembling, and analysis of data.
Provides the Comptroller with guidelines for all program initiatives to ensure financial validity of internal controls for financed and non-financed (i.e., Milstrip Fuels and General Supply audits) programs. Coordinates with subject matter experts (SME) and provides technical advice on future FM FIAR requirements. Responsible for compliance with management and coordination of audit readiness internal controls and supporting documentation evaluation requests for information from higher headquarters within the required suspense dates. Serves as the Wing's FM FIAR lead analyst and is responsible for review and oversight of FM FIAR requirements and will assist with related issues pertaining to the Management Internal Control Plan (MICP). Oversees the development and execution of an ANG FM FIAR sustainment program and ensures alignment of the ANG sustainment procedures with the OMB 123. Conducts troubleshooting and management studies to ascertain the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors effecting the efficient and economical use of available resources.

GENERAL EXPERIENCE:
To qualify an applicant for any GS-0501 position, apply and evaluate the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification factors are applicable to the GS-0501 Career Levels, as cited above:
- Skilled in collecting and analyzing data effectively, efficiently, and accurately;
- Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
- Ability to write English in reports and presentation formats;
- Ability to communicate clearly and effectively;
- Skilled in presenting formal training presentations and briefings; and,
- Skilled in applying procedures and directives by reading and interpreting program material.
All series personnel's' performance levels are validated at the next higher level before being eligible for promotion consideration to the GS-0501 graded-position and must have a fundamental working experiences with validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
Is experience that prepares the applicant to perform the prescribed duties of the GS-0501 position. An applicant must demonstrate the specialized experience competencies, as cited in each Series' grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through military service. Applicants, who were prior service members or who are currently serving in a military component and completed the applicable military technical school skill financial training and have working experiences in the military finance programs, are considered qualified for the GS-09 entry-level position.
Must have 12 months experience for consideration into one of the ANG GS-0501-11 positions located in the Wing Comptroller Finance Office, the ANG applicant must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the applicant's military rank before final approval and appointment is processed. An applicant must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. An applicant must have an excellent under-standing of the basic principles and concepts of the Air National Guard financial business program requirements. An ANG applicant must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
For the ANG Financial Management Specialist, GS-0501-11 position, an ANG applicant must have a working knowledge of the Financial Improvement and Audit Readiness (FIAR) program. An undergraduate degree from an accredited college/university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
Substitution of Education for Specialized Experience. To qualify for the National Guard GS-0501 Title 32 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines:
Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
