Plans, develops and manages the activities of the unit within the broad framework of agency policies, goals and objectives and of legislation and Executive Orders; develops specific procedural and programmatic guidelines and methodologies. Plans develops and implements a Region-wide discrimination investigation program. Leads a remote team in performance of their work utilizing technology to ensure that the work products were completed in a legally sufficient manner. Establishes program emphasis and develops overall Regional whistleblower investigation plans policies, and procedures. Recommends and implements changes in policies and procedures in order to better accomplish agency objectives. Serves as liaison between the Regional Office and the National Office concerning the whistleblower Protection Program (WPP) and Whistleblower operations. Works closely with the Regional Supervisory Investigators in coordinating the WPP, implementing new and revised plans and procedures and in identifying problems within the program. Provides advice on cases and approves or disapproves significant findings according to Regional and National policies. Maintains liaison with the Regional Solicitor and other governmental agencies regarding all discrimination matters within the Region. Oversees warrant and subpoena activity. Participates with top Regional Staff in program planning, evaluating, redirection and modification of policy and program criteria. Provides guidance, assistance, supervision and direction to a subordinate staff of Regional Supervisory Investigators and field-level Investigators. Reviews subordinate work for accuracy, adequacy, and results achieved. When a complainant files an appeal, ensures the appeal is processed in accordance with the established national appeal process. Oversees comprehensive Program and Performance audits and special studies pertaining to the WPP to determine effectiveness in achieving the objectives of the OSH Act and the Regional Annual Performance Plan. Recommends long range goals and objectives for the program.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:
Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
Specialized experience defined as experience in all of the following:
Conducting investigations and conducting interviews concerning alleged retaliation pertaining to violations of whistleblower statutes enforced by OSHA; Reviewing, analyzing, and interpreting OSHA laws to assure compliance with regulations; Providing advice and guidance to the public on regulatory requirements of OSHA laws; Supervising whistleblower investigators by overseeing their investigations, providing guidance on complex cases, and reviewing work products; Providing training to whistleblower investigators on the whistleblower statutes covered by OSHA, investigation and interviewing techniques, and legally sufficient documentation; Reviewing, analyzing, and interpreting whistleblower investigation data to evaluate the effectiveness of the Whistleblower Protection Program; Applying regulations, policies, and procedures applicable to the whistleblower statutes covered by OSHA; Developing and recommending policies and procedures related to the OSHA Whistleblower Protection Program.
