In addition to meeting the basic education requirements above, to qualify for this position you must also meet the specialized experience listed below:
Specialized Experience: One year of specialized experience which includes expertise in inland watershed processes including hydrology and/or hydraulics; managing an interdisciplinary (scientific and engineering) workforce; developing, planning, organizing, and executing hydrology, hydraulics, coastal, and/or flood risk management Research & Development projects; and developing and executing multi-discipline Research & Development and/or reimbursable projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-02 (GS-11).
OR
Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering, Civil Engineering, Mechanical Engineering, Architecture, Naval Architecture, Physical Sciences, Physics, Oceanography.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project and this pay band includes the General Schedule equivalent to the GS-12/14. To qualify for DB-04 level, applicants must possess specialized experience equivalent to the DB-02 or GS-11 grade level.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-XXXX-04 (equivalent to GS-12 to GS-14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
