A Supv HR Spec (Military), GS-0201-11-12, Incumbent provides management advisory services to all aspects of program management regarding Soldier Services. Oversees the development and administration of state rules and procedures adapted from policies and guidance prescribed by the Department of Defense (DoD), Department of the Army (DA), National Guard Bureau (NGB) and applicable state statutes. In the absence of supervisor, the incumbent of this position may assume the overall responsibility for the state MILPO duties and responsibilities. Supervises fulltime permanent employees. Ensures employee(s) are trained in assigned duties and responsibilities. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Oversees the activities of program areas and ensures that legal and regulatory requirements are met. Reviews the goals and objectives developed by subordinates that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Establishes analysis systems to ensure actions are timely and reviewed at critical points. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Reviews organization missions, functions, and manning. Casualty Operations/Survivor Outreach Services provides critical Army Casualty Operations support to CACs, Senior State Leadership, Service Members and their Families, and is responsible for the training, identification and appointment of casualty support personnel including Casualty Notification Officers (CNOs), Casualty Assistance Officers (CAOs), Chaplains, Escorts, and Summary Courts Martial Officers (SCMOs). Assists CAOs and survivors in receiving all applicable Federal and State benefits and entitlements. The SOS Program is designed to provide dedicated and comprehensive support to survivors of deceased Soldiers. The program fulfills its covenant with survivors through sustainment of a comprehensive multiagency program that improves Soldier and Family preparedness in the event of a catastrophic loss, maximizes cooperative efforts within organizations and agencies, and encourages survivors to remain an integral part of the ARNG Family for as long as they desire. Military Funeral Honors is responsible for coordinating and assisting in the planning and development operations for the ARNG Military Funeral Honors Program. Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.
Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.
Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.
Evaluation Factors: Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To ensure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.
