Senior Scientific Technical Manager (SSTM) positions are scientific and technical positions which exceed the DR-04 (GS-15) level. SSTM positions are covered under an alternative personnel system known as the Department of Defense Science and Technology Reinvention Laboratory (STRL) Personnel Management Demonstration Project at the Air Force Research Laboratory. SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert. SSTM positions are in the competitive service.
The primary purpose of this position is Serves as the Director of the Airman Systems Directorate (AFRL/RH). Applies professional knowledge of psychological problems to exploit biological, medical and cognitive S&T to optimize and protect the Airman's and Guardian's capabilities to fly, fight, and win in Air, Space, and Cyberspace.
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or 52 weeks of specialized experience equivalent to GS-15/DR-04 in the Federal service or equivalent in an alternate pay system. Specialized experience must include .must include professional engineering OR scientific experience leading and managing human performance research and development programs to enable, enhance, sustain, and restore the health and human performance of the multi-domain Airman and Guardian; AND experience planning and executing technical strategies.

1) Specialized Experience: See above definition of specialized experience in additional qualification requirements.
2) Technical Depth and Breadth: Experience must have depth and breadth in at least two of the following Science and Engineering technical areas:
a. Research and development program management in such areas as in-house, exploratory or advanced development technologies.
b. Test and evaluation management in such areas as the execution of flight or ground test programs, the acquisition of test instrumentation/facilities, and/or the oversight of test range/facilities.
c. Product acquisition engineering and technical management in the development, integration, test and/or production of systems/subsystems and components.
d. Product sustainment engineering and technical management in the modification and maintenance, repair and/or overhaul of systems/subsystems and components.
e. Intelligence engineering and technical management in the collection, integration and production of intelligence and the support of intelligence systems.
f. Information Technology, computer science or computer engineering and technical management in the research, development, integration, acquisition, production, modification and/or sustainment of information or communications systems/subsystems and components..
3) Mandatory Technical Qualifications (TQs) (Limit to 1 page per TQ):
a. Knowledge of the applied research and development activities in human performance related to training, adaptive warfighter interfaces, bioeffects, and medical & operational biosciences.
b. Ability to provide strategic and technical direction to lead diverse teams of scientists and engineers for the implementation of innovative research concepts.
c. Ability to assist Senior Leadership in the development of near and far term scientific discovery and technical research strategies and plans.
d. Ability to provide highly advanced scientific and technical guidance and recommendations regarding key combat technology programs in response to critical warfighter gaps.
4) Other Desired Qualifications (The following will be used to help rate and rank eligible candidates.) Applicant must meet at least two of the following (Limit 2 pages):
a. Complementary Assignment, regardless of government agency or department, a non-Scientist & Engineer (S&E) occupational series such as those found in Program Management, Logistics, Financial Management, etc.
b. Corporate Breadth, assignments at more than one base/installation/operating location and Major Command (MAJCOM) / Combatant Comment (COCOM) HQs or Office of Secretary of Defense (OSD) or Joint Staff or SAF/HAF, with at least one geographic relocation.
c. Leadership, successful performance as a first or second-level Supervisor, in any occupational series, for at least 12 months
d. Education:
(1) Baccalaureate degree in a technical or scientific field, such as engineering, physics, chemistry, biology, mathematics, operations research, or computer science, or a related field; AND a graduate degree (technical, scientific or management);
AND
(2) Completion of one of the following Senior Development Education (Professional Military Education) courses: Air War College, Air Force National Laboratories Technical Fellowship Program, Defense Senior Leader Development Program, Dwight D. Eisenhower School for National Security and Resource Strategy, RAND Fellowship Program
e. Level 3 Acquisition Professional Development Program (APDP) certification or equivalent in any of the following: Engineering (S) or Science and Technology Manager (I)
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
