Serves as the Camp Guernsey environmental program manager, providing expert technical advice directly to the Environmental Program Manager on National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Hazardous Waste and various other environmental programs. Represents the EPM at various installation environmental meetings to ensure compliance with policies, regulations, and federal, state, and local statutes. Serves as the single point of contact for the initiation, development, and execution of environmental activities and development of installation regulatory guidance. Accomplishes long range base planning of environmental programs.
(1) Serves as the deputy Environmental Program Manager for Camp Guernsey Joint Training Center and supported tenants which involves the implementation and monitoring of various environmental programs as outlined in ARNG/ANG regulations, directives and policy guidance such as: air and water permitting, solid and hazardous waste disposal and handling programs, pollution control, underground storage tank management, Installation Restoration Program (IRP), cultural and natural resources, endangered species, historical sites and archeology management, etc.
(2) Coordinates ARNG/ANG level facility environmental plans, programs and projects.
(3) Serves as the Camp Guernsey contact and spokesperson with local and state regulators.
(4) Reviews, initiates corrective action, coordinates with EPM on all notices of violations, compliance orders, notices of noncompliance, and other related environmental violations.
(5) Conducts surveys, inspections, and evaluates activities to identify and initiate corrective actions for environmental deficiencies.

Open to US Army, Army Reserves, and Army Nat'l Guard military mbrs only
Must be assessed into WY ARNG before appt. May take up to 120 days.
Must become a member of the Wyoming Army Nat'l Guard before appt.
Must submit ORB or DA Fm 2-1.
Warrants & Officers not assigned to WYARNG must submit NGB Fm 62E

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive
Program (SRIP) and TRICARE Reserve Select (TRS).
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a
Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
CONDITIONS OF EMPLOYMENT:

DESCRIPTION OF WORK: Provides guidance and assistance on matters relating to the development, execution, and maintenance of adequate environmental protection plans and programs. Work involves the reviewing, analyzing, and recommending modifications where necessary, of plans to implement various provisions of federal, state and local environmental statues, and regulations. The work also involves developing and analyzing data and preparation of reports relating to implementation plans for state environmental protection. Reviews, analyzes and coordinates preparation of, or preparing comments on environmental impact statements. Develops and analyzes proposals for new or revised environmental protection regulations and determines their impact on air, water, and land resources. Conducts studies to identify environmental problems, and performs analytical work which contributes to the effectiveness of environmental plans, programs, and methods.
EDUCATION REQUIREMENT:
Must possess a Bachelor's degree of Science in Environmental curriculum.
SPECIALIZED EXPERIENCE:
Must possess at least 36 months experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations.
NOTE: Education Requirement and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.
