WHAT IS THE LEADERSHIP DEVELOPMENT PROGRAM (LDP)? The Leadership Development Program (LDP) offers well qualified individuals the opportunity to receive structured professional leadership development and experience. During the five (5) year training and development program, all candidates will participate in a pre-classroom orientation, complete ELMS and other online courses, complete Career Learning Plans, and attend leadership-training classes (on-line virtual and/or face-to-face budget permitting) and participate in a variety of developmental assignments. In addition, candidates will be assigned a mentor and receive one two week shadow assignment and a 60-day minimum developmental acting assignment. This acting assignment may result in a temporary promotion. No further competition will be needed for any temporary promotions to a Frontline Manager position if more than 120 days for those selected under this FLRP announcement. Candidates not meeting the W&I Frontline Leadership Readiness Program requirements at the end of the first year may be extended in the program for up to an additional year to complete the necessary training/development activities. Candidates will remain in their current position and post of duty during their participation in the program. During the 5 year program, candidates whose performance and progress do not merit continuing in the program will be released from the program.

This is a Leadership Development Program (LDP) designed to prepare employee for Frontline Managerial positions. Employees selected into the program will become members for a five year period. Individuals can be selected at any of the grade levels listed on this announcement for which they qualify, and can progress to the higher grade levels based on eligibility and program assignments and without further competition or regards to the 120/180 day restrictions during the 5 year program. Interviews may be conducted. Candidates will remain in their home position and grade until a develpmental assignment becomes available. Selection into the program does NOT guarantee later selection into a managerial position.
Current LDP participants and former LDP candidates who have completed LDP will not be eligible to apply.
You must meet the following requirements by the closing date of this announcement.
BASIC REQUIREMENTS (LEADERSHIP DEVELOPMENT PROGRAM): To be minimally eligible/qualified for the readiness program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year of specialized experience in your current position and/or position previously held on a temporary or permanent basis which must be equivalent to the next lower level payband (GS-09 for IR-08 or GS-08 for IR-09) in the normal line of progression for a frontline manager position.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

A developmental assignment involving a temporary promotion will require the candidate to meet the specific qualifications for that position.
