Qualifications
Basic Requirement: Must possess a bachelor's degree in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Must possess at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) Twenty-four semester hours in accounting courses of appropriate type and quality (This can include up to 6 hours of business law); 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement above, provided that (a) you have successfully worked at the full-performance level in accounting, (b) a panel of at least two higher level professional accountants or auditors have determined that you have demonstrated a good knowledge of accounting and of underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above, and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
In addition to the basic requirements, all applicants must also meet the following minimum qualifications.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:
GS-11: Must possess one or more years of specialized work experience, equivalent to at least the GS-09 level in the Federal service, performing the following duties: 1) Performing routine accounting or financial management transactions or functions independently or with limited direct oversight; 2) Assisting in period-end closing processes and transactions; 3) Assisting in or completing periodic financial reports or financial statements; and 4) Using enterprise financial reporting or accounting systems to process transactions, create reports, query data, or reconcile ledger activity.
OR
Must have successfully completed three full years of progressively higher level graduate education leading to a Ph.D degree or possess Ph.D degree or equivalent doctoral degree in finance, business administration, accounting, information technology, or a similar course of study related to the work of the position. (Must submit transcripts.)
OR
Must have a combination of work experience and education as described above which when combined equals at least 100%. First determine your qualifying experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of two years (i.e., 36 semester hours) may be combined with experience under this standard. GS-12: Must possess one or more years of specialized work experience, equivalent to at least the GS-11 level in the Federal service, performing the following duties: 1) Overseeing, reviewing, auditing or supervising routine accounting or financial management transactions or functions; 2) Assisting in planning or coordinating period-end closing processes and transactions; 3) Completing periodic financial reports or financial statements; 4) Using enterprise financial reporting or accounting systems to process transactions, create reports, query data, or reconcile ledger activity; and 5) Advising on financial or accounting policies or regulations.

Education
