As an IT SPECIALIST (NETWORK), GS-2210-7/9/11, you will monitor all networks infrastructure within the Air National Guard (ANG). This monitoring will ensure proper usage and security of ANG computer networks, and will provide guidance through planning, coordinating, and directing all network functional areas. Work involves planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats. The primary purpose of this position is to perform duties in one or more of the following network services disciplines: infrastructures, messaging, configuration management, and applications specialist.
This position requires military membership. It is designated for National Guard Enlisted Incumbency Only. Incumbent provides technical and analytical guidance and support for network hardware and software to include various servers and management terminals necessary to accomplish information technology functions essential to NOSC daily operations and training missions. A security clearance of Top Secret/Special Compartmented Information (TS/SCI) must be obtained and maintained to perform the duties of this position.
--Installs, configures, tests, maintains, upgrades and troubleshoots network and application server hardware, network operating system software, and peripheral network equipment such as routers, bridges, cabling system, network interface cards, modems, multiplexers, and concentrators.
--Analyzes equipment and software reliability and utilization to identify and correct problem areas. Conducts analyses of network usage, customer complaints, traffic interruptions, hardware and software capabilities, adverse trends, ineffective practices or procedures, equipment shortcomings, and other relevant factors. Recommends methods and procedures and coordinates corrective action to optimize utilization of present equipment.
--Installs, configures, operates, and maintains network messaging applications. Maintains accuracy of the Global Address List as well as local Address Lists.
--Conducts testing on new equipment and or software to insure operability, efficiency, and compliance with existing standards. Recommends policy changes prior to implementation of the tested equipment or software to ensure standards are maintained. Develops and maintains procedures for networks, system operations, and product assembly and installation to include policies for system backup and archives. Assures system backups are performed.
--Develops criteria for operations under network degraded emergency conditions.
--Documents the architecture and functional construct of the ANG Network Enterprise to include standardized naming and functional designations. Determines bandwidth requirements for functional consolidation initiatives at ROSC and NOSC levels.
--Performs in-depth network analysis utilizing a variety of specialized tools including network protocol analyzers, traffic simulators, and diagnostic software. Establishes baseline criteria for network operation and performance. Develops and maintains statistical data and trending analysis reports regarding overall network performance.
--Performs feasibility studies, reviews proposals for change in order to develop or modify information systems to meet network customer requirements. Determines applicability of established methods. Uses customer input, gathers facts about the nature of the work involved in the customer's application area, flow of work, processing actions, and work product(s).
--Provides technical advice to ANG organizations concerning network requirements and network performance issues. Examines and evaluates alternative means of satisfying customer requirements. Suggests technically feasible approaches and makes recommendations regarding the most effective and efficient automation approaches. Analyzes data and provides recommendation for alternatives in terms of cost, time, necessary equipment and staff.
--Promotes and ensures the rigorous application of information security/information assurance policies, procedures, and practices throughout the ANG enterprise network. Performs other duties as assigned.

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE:
GS07: Must have at least 12 months experience, education, or training in translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes, and synthesizing the resulting data into charts showing information flow.
GS09: Must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.
GS11: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
"Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position."

Substitution of Education for Specialized Experience - At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
