Summary

This position is located at Grand Canyon National Park in the IT Branch within the Division of Administration and is responsible for providing a centralized resource for cybersecurity information, awareness, planning, reporting, and compliance; and providing IT security operations, implementation and testing requirements to meet DOI operations requirements. Responsibilities
- Ensures the confidentiality, integrity, and availability of systems, networks, and data through planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
- Develops, implements, and evaluates security programs, including the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities such as intrusion detection or access authentication programs.
- Establishes proper backup procedures for system and network information; and implements established controls that provide protection from unauthorized access, alteration, loss, disclosure, and blocking of information.
- Assesses new systems design methodologies; recommends the need for changes based on new security technologies or threats; and reviews and provides feedback on proposed new systems, networks, and software designs for potential security risks.
- Implements systems security policies, guidelines and procedures related to web-based applications, network, and systems designs, including initial design, system lifecycle change review, and configuration management.
- Participates in testing and implementation of new security technologies and coordinates with other IT staff on the development and implementation of information cybersecurity system and application policies, guidelines, standards, and procedures.

Qualifications

BASIC REQUIREMENTS: You must meet the Basic Requirements for the IT Cybersecurity Specialist, GS-2210-11 position. To be considered minimally qualified for the GS-2210-11 series, you must have IT- related experience demonstrating each of the following competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-11:

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) Implementing and maintaining IT security systems, programs, policies, and/or guidelines to protect network infrastructures; 2) Assessing the security effectiveness of installed systems and networks and developing recommendations on changes or enhancements; 3) Assessing new systems design methodologies and providing feedback on security requirements for proposed new system, networks or software designs; 4) Analyzing security problems to identify and isolate sources, and developing modifications to security systems to minimize vulnerabilities; 5) Adapting and updating systems security policies, guidelines and procedures in response to changes in web-based applications, network infrastructures, and/or systems designs.

OR

Education: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one of more of the fields identified above and required the development or adaptation of applications, systems or networks. (NOTE: You must include a copy of your transcripts as proof of any claimed education).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
