Eligibility: Students who will meet the educational requirements at the end of Spring semester 2021 may apply. Vacant positions are located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP). BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. OTSP provides IT support to all aspects of BLS data development initiatives. Positions are inside the bargaining unit.
Incumbents will receive assignments of a developmental nature intended to promote possible careers in the Federal government. Duties may include, but are not limited to the following: training designed to acquaint him/her with the methods and procedures in assigned specialty areas; self-development programs designed to help enlarge his/her knowledge concerning state-of-the-art IT Systems; assisting IT specialists to resolve IT problems using established methods, sequences, and procedures; and assisting senior IT specialists in completing larger projects.
Candidates must demonstrate proof of meeting the Minimum Qualifications, that is, EITHER the requirements specified in the section titled Education or the requirements specified in the sections titled Experience and Specialized Experience. Minimum Qualifications
Education
A. Bachelor's Degree with Superior Academic Achievement (SAA). Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR the degree provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. SAA may be met by one of the following three:
1. Class standing – must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
2. Grade-point average (GPA) – GPA of 2.95 or higher overall, a GPA of 2.95 or higher for courses completed during the final 2 years of the curriculum, or a GPA of 3.45 or higher for your major GPA or for courses in your major completed during the final 2 years;
3. Membership in a national scholastic honor society.

B. One Full Academic Year of Graduate Level Education. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-05, in the federal service. This 52 weeks of specialized experience must be in the field of information technology, and must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as EITHER of the following:
1. Providing technical support to resolve workstation and/or server issues.
2. Assisting with the development and/or testing of software programs using Java, Java frameworks, .NET, .NET framework, C#, HTML, JavaScript, SAS, R, SPSS, Stata, Mathematica, OR MATLAB.
Eligibility Requirements: To be eligible for an appointment, candidates must meet one of the following requirements (a or b):
a. Completed (or will complete by the end of Spring semester 2021) all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years.

b. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate.
