    The Bureau of Economic Analysis is seeking a highly-motivated and capable executive to serve as the Chief, Direct Investment Division.

    This position is a Senior Executive Service (SES) career-reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

    The Chief of the Direct Investment Division will:

    • Direct and coordinate the activities of the Direct Investment Division. In support of the Associate Director for International Economics, together with the Chief of the Balance of Payments Division, develop recommendations for plans, programs, and policies that will ensure that the Bureau presents a coherent, up-to-date picture of the international economic position of the United States. Direct current and developmental work on the measurement of foreign direct investment, emphasizing improvements in the efficiency of data collection, database management, and estimation, along with survey coverage and data quality.

    • Direct and coordinate the data collection and estimation work of the foreign direct investment program, including annual and benchmark surveys and estimates of foreign direct investment and of the operations of foreign-owned enterprises; quarterly estimates of direct investment balance of payments transactions; annual estimates of new foreign direct investments in the United States.

    • Develop plans for continuously updating and upgrading the accuracy, timeliness, and relevance of the BEA’s foreign direct investment program. Monitor major economic developments and problems concerning all aspects of foreign direct investment and the characteristics of entities engaged in such investment. Provide leadership on survey methodological issues, particularly as applied to the measurement of foreign direct investment.  

    • Serve as principal technical advisor to the Associate Director and Director with respect to foreign direct investment. Brief the Under Secretary for Economic Affairs, the Chief Economist of the Department, other Department officials, officials of other Federal agencies, and public and private groups on foreign direct investment and, as required, prepare formal reports.

    • Guide the application of economic theory and accounting principles, statistical survey techniques, database management, and other tools of economic analysis to extend and improve the measurement of foreign direct investment and evaluates the effectiveness of this application.

    Travel Required

    Occasional travel - Travel required to attend or present at meetings and conferences on topics relevant to BEA’s mission.
