    Serves as a program analyst the Office of Commercial Space, Policy and Innovation Division (ASZ-200) performing multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Applies experience and advanced knowledge applicable to regulatory policies and process management strategies to FAA rulemaking, exemption and rulemaking committee actions focused on providing improved aviation safety through timely and appropriate regulatory action.

    The incumbent will act as the rulemaking project manager on assigned rulemaking, exemption and rulemaking committee projects assigned to the selectee. As the project manager, the selectee will be responsible for managing each project through the applicable process. As the project manager, the selectee will be responsible for leading a project from its inception to completion. This includes keeping the project on track with its approved schedule, acting as a facilitator at team meetings by guiding and managing the team through any issues that may arise to ensure that the team objectives are met, and being the owner of the rulemaking documents during the drafting process to maintain accuracy while ensuring that the documents are written clearly and meet all applicable format and content requirements. As the project manager, the selectee must have the discipline to create clear and attainable objectives and to see them through to successful completion. Additionally, the selectee will lead or support ad hoc activities to review, evaluate, and analyze proposed and established regulation policies and guidance. The selectee will respond to internal or external communications, present project status documents and briefings, or other actions in support of the mission of the FAA. Incumbent applies experience and advanced knowledge in the accomplishment of:

    Project Management, including:

    - Conduct review, analysis, and evaluation of agency-wide rulemaking policies and apply to rulemaking process as needed;

    - Ensuring proper document drafting, coordination and communication;

    - Identification of stakeholder requirements and design of strategies to meet those needs

    - Integration of tasks completed by others into a cohesive and consistent project deliverable;

    Quality Assurance/Control, including:

    - Develop and monitor project schedules to ensure on-time deliverables;

    - Conducting periodic reviews of work products to ensure any errors are identified and resolved;

    Facilitation of meetings with colleagues and peers:

    - Identify strategies to facilitate and coordinate meetings with stakeholders;

    Response to internal and external inquiries including:

    - Overall project status;

    - Status of any individual sub-milestone or deliverable;

    - Logging and coordination of multiple communications regarding project elements and compilation of reports showing any trends to received inquires or concerns;

    Official records handling, retention and disposition:

    - Use of standard desktop tools for project tracking including spreadsheets, databases, and collaboration support tools.

    Demonstrates considerable independence in planning time and accomplishing projects. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Resolves most problems and work issues, however, refers to managers and/or higher level professionals when problems or issues require their attention. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements and projects and/or other work activities. Work activities typically support and may be vital to the success of projects and/or activities for one or more organization units, major subdivisions, and/or other LOBs/SOs.

    Travel Required

    Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.
