1. Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time. Applicants are also advised that all information concerning qualifications is subject to investigation. False representation may be grounds for non-consideration, non-selection and/or appropriate disciplinary action.
2. E-Verify: If you are selected for this position, the documentation that you present for purposes of completing the Department of Homeland Security (DHS) Form I-9 will be verified through the DHS "E-Verify" System. Federal law requires DHS to use the E-Verify System to verify employment eligibility of all new hires, and as a condition of continued employment obligates the new hire to take affirmative steps to resolve any discrepancies identified by the system. The U.S. Department of Health and Human Services is an E-Verify Participant.
3. Direct Deposit: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
4. PHAP has a two year trial period before eligible for conversion into the competitive service. Conversion is not guaranteed.
5. Some locations may require a valid driver's license and vehicle to perform essential duties.
6. Travel, transportation, and moving expenses may be paid: Yes. Limited moving expenses may be authorized for hard to fill and/or certain remote locations.

10. Promotion Potential: Yes. This position has promotion potential to GS-09. Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
Qualifications
Applicants must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree within the past 2 years or will have earned a bachelor's degree by July 2021. Candidates still enrolled in school must provide a transcript and school enrollment verification form detailing the anticipated degree completion date. Applicants applying as a recent graduate must provide a transcript reflecting degree conferred.
Veterans precluded from applying due to military service obligations have a full 2-year period of eligibility upon his or her release or discharge from active duty. This period may not be extended beyond 6 years from the date on which the individual completed the requirements of an academic study towards fulfilling a degree.
Applicants pending degree completion from a 2021 graduating class. Degree must be confirmed by July 1, 2021.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The CDC Public Health Associates Program (PHAP) for Recent Graduates is a CDC workforce development program that provides opportunities for promising, future public health professionals to gain broad experience in day-to-day operation of public health programs. The goal of PHAP is to attract exceptional candidates, with a minimum of bachelor's degree into careers in public health. Upon completion of a two-year training program, Associates are eligible for conversion to an entry-level career as CDC Public Health Advisors. Associates may also be eligible to apply for positions in public health operations at the local and state levels. These positions are located with the Office of State, Tribal, Local and Territorial Support, Office of the Director, Public Health Associate Program Office (PHAP). The exact location of each position will be determined by PHAP upon selection. PHAP will request your geographical preferences however matches are based on program needs and applicants must be willing to relocate to anywhere within the USA and its Territories. Applicants will be made only one offer for host site location.Multiple candidates may be selected within the same geographic location.
Education
All education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.) Therefore, applicants must report only attendance and/or degrees from schools accredited by accredited institutions recognized by the U.S. Department of Education. Foreign Education:
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Category rating procedures will be used to rate and rank candidates. Qualified candidates will be ranked into one of three categories: Best Qualified, Well Qualified or Qualified. The Category Rating Process does not add veterans' preference points but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligible who meet the minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category (except in the case of scientific or professional positions at the GS-9 level or higher). Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics). You do not have to respond to the KSAs separately but your resume should contain sufficient information to demonstrate possession of the KSAs:

2. Knowledge of qualitative and quantitative techniques to capture data
3. Knowledge of written communication
4. Knowledge of interpersonal practices
In addition to completing your assessment all referred applicants will be required to complete a personal statement and participate in a personal interview. Failure to complete the assessment, personal statement or interview will result in removal from further consideration.
