    Summary

    The North Florida/South Georgia VA Health System is recruiting a General Engineer (Project Manager, Planning and Leasing Section). The position is located at the Malcom Randall VA Medical Center, Gainesville, FL. The General Engineer manages the processes for development and construction of projects during the planning, design, construction, and activation of VA facilities within the North Florida/South Georgia Veterans Health System.

    Responsibilities

    The purpose of the work is to develop and administer assigned projects in the Major and Minor Outpatient Clinic Lease Program and to provide engineering expertise and management control for all assigned projects.

    Duties include but not limited to:

    • Manages the processes for development and construction of projects during the planning, design, construction and activation of VA facilities within the North Florida/South Georgia Veterans Health System
    • Independently directs the overall development, implementation and operation of several contracts simultaneously for studies, design services, construction services, utility installation and activation
    • Coordinates and oversees the processes involving negotiation, issuance, execution, and administration of all contract changes for construction, Architectural/Engineering (A/E) services, testing labs and supplementary A/E contract services with on-site resident engineers, private firms and contracting officers within the North Florida/South Georgia Veterans Health System and VA Program Offices
    • Coordinates the design process through civil, structural, mechanical, electrical and architectural reviews and coordinates the phasing of each project with appropriate VA Program Offices, VISN personnel, and NF/SG VAHS personnel where construction is to occur
    • Coordinates technical reviews for schematic drawings, design criteria, design development drawings, construction document drawings, and coordinates the review of architectural or engineering specialties involved in the project
    • Initiates and prepares statements of task for NEPA Surveys, Geotechnical Investigations, ALTA surveys, environmental site assessments, boundary survey, and traffic/parking studies
    • Reviews findings of surveys, investigations, and studies to assess any negative impacts to proposed site that would adversely affect development of site
    • Conducts research of manufacturer literature, VA and other handbooks/directive, manuals and regulations
    • Conducts studies, chairs committees and develops innovative approaches, alternatives and recommendations on project and technical review issues
    • Provides support to the NF/SG VAHS, VISN, and VA Program Offices on the full range of technical, financial and analytical aspects of project management
    • Develops contracts for schematic, design development, construction documents and lease procurements documents
    • Responsible for oversight and coordinator of the A/E development of project design and management of the A/E contract during construction of health care delivery facilities
    • Prepares and completes accurate and fully coordinated documents to comply with VA criteria standards and all appropriate codes
    • Provides guidance, direction and policy interpretation on sensitive and complex issues in support of the acquisition and administration of major and minor leases
    • Develops written responses to congressional inquires concerning construction plans, design processes or on-going construction
