This position is located in the Chief Financial Office within the Program Management Office for the Department of Veterans Affairs (VA) Office of Electronic Health Record Modernization (OEHRM), within the Office of the Deputy Secretary of VA (DEPSECVA). The incumbent of this position serves as a Senior Cost Estimator and is responsible for performing analysis of complex requirements and resource allocation problems using mathematical, statistical, or advanced modeling techniques.

Major Duties:
· Serves as an Operations Research Analyst performing major studies and analyses related to the cost
effective selection of alternatives directly impacting the modernization of VA's Electronic Health Record.
· Independently performs narrowly defined assessments on EHR modernization. Incumbent receives general guidance with respect to a statement of the problem, controlling assumptions and instructions as to how the results will be used.
· Leads the development and conduct of independent program analysis and evaluations. Determines the evaluation assumptions, data collection and analysis requirements, and analytical or modeling techniques to be used.
· Develops and maintains effective cost estimating controls, systems and procedures for safeguarding and achieving optimum and efficient use of EHR related resources.
· Assures the thoroughness and objectiveness of the study, significance of findings, and the effectiveness of presented results to decision makers to secure acceptance of the conclusions and recommendations developed about probable effects of alternative.
