    Summary

    This position provides service within the Budget Execution Division, ABP-400.

    NOTE: Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employee is allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

    Responsibilities

    Serves on a team of analysts charged with managing the resources for the Federal Aviation Administration’s direct and reimbursable program and ensuing Agency adherence to Federal laws and regulations. Tracks monitors and analyzes Budget authority requirement and usages across the direct and reimbursable program to inform recommendations for apportionment/allotment changes. Ensures compliance with all relevant Office of Management and Budget (OMB), Government Accountability Office (GAO), and Department of Transportation (DOT) regulations and guidance.

    Applies experience and advanced knowledge to plan and accomplish assignments. Provides budget services and assistance to program and financial mangers located in lines of business and staff offices (LOB/SO) to establish spending ceilings for the agencies direct and reimbursable program. Reviews proposed allotment requests to ensure sufficiency of the request and that adequate apportionment authority is available to cover the allotment.

    Performs data analysis and interprets budget data in order to detect trends related to funding levels and identifies needed corrective measures and processes to improve funding requests. Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures.

    Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.
