    This position is located in the FTC's Office of the Executive Director (OED), Office of the Chief Information Officer (OCIO). The Office of the Chief Information Officer (OCIO) oversees all IT services in support of the FTC's mission and strategic plan.

    The employee supervises one or more employees or several vendors through a major IT acquisition, each of whom monitors several services that comprise an end-to-end customer experience and regularly solicits and reviews stakeholder feedback and use of those services to identify opportunities for improved customer satisfaction and compliance with FTC policies and procedures.

    The incumbent leads, motivates, and develops a staff of employees. Evaluates performance in accordance with FTC guidance; reviews Contracting Officer's Representative (COR) performance in collecting and drafting contract requirements and monitoring contractor performance;makes personnel decisions regarding hiring, promotions, adverse actions, etc.; provides training and development opportunities; performs the above duties following equal employment opportunity principles.

    The incumbent will be responsible for establishing objectives and goals in support of the FTC's strategic plan. They will be responsible for developing short- and long-term plans; establishing priorities for the organization; and providing planning and resource management to ensure that activities of the organization support the FTC's objectives and goals.

    The incumbent is responsible for developing and maintaining the IT Technical Architecture (TA) that supports the Information Resource Management and FTC agency strategic plans. Develop processes and procedures that ensure all technical changes are in alignment with the TA or deviations are documented and incorporated into the TA.

    Incumbent must participate in various industry standards, the analysis, efforts, discussions and debates. Determine which discussions are relevant and require attention and focus of the Office. Provide thought leadership in these discussions - strive to identify common ground, and drive plans to bring standards to implementation phase.

    Research, resulting alternatives, implementation, and ongoing operations of recommended alternatives should reflect a level of attention to detail such that peers and supervisors can independently verify completion and thoroughness of completed work through use of FTC data such as that for budgets, acquisitions, governance, performance management, enterprise architecture, and customer feedback. Research and alternatives are influenced by best practices for eDiscovery, Federal Civil Rules of Procedure, Rules of Practice and the Freedom of Information Act (FOIA). Peers and supervisors within the immediate organization can use information discovered and shared through completed work to support quantitative trade-off considerations for senior decision makers. Each proposed alternative should reflect a complete solution that can include but is not limited to:

    • General design criteria provided, development and deployment of modifications to parts of a system that requires significant revisions in the logic or techniques used in the original development;
    • Identification of system's interrelationships to inform others of considerations for security and information management
    • Sequencing of activities necessary to complete implementation of any recommendations
    • Management actions that impact activities related to governance, budgeting, contracting and general resource allocation
    • Overseeing critical industry trends that affect FTC and government wide policies and procedures related to IT service delivery (ex: cloud services, data center consolidation, cybersecurity standards, government wide acquisition vehicles, FEDRAMP, etc.)
    • Anticipation of customer and usage trends inside and outside of the FTC that affect impact of IT services on the FTC mission
    • Anticipation of changes to overall management of the IT investment portfolio such as those for allocation of budget, contract, and FTE resources
    • Assignment and consequent evaluation of completion of key activities in planning documents and employee performance management plans
    • Alignment with Technical Architecture or reasoning for deviation and proposed TA updates
    Based on the senior level of expertise demonstrated in the research, development of alternatives, and outcomes of the implementation, anticipation of trends, and ability to assign and evaluate progress, the supervisor may assign the employee to act on the CIO's behalf in either managing OCIO or representing the FTC's interests to external authorities.

    The employee shall perform other duties as assigned.
