This National Guard position is for an HR ASST-Title 5, Position Description Number T5093000 and is part of the WI JFHQ Madison, Wisconsin National Guard.
Process a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards.
Possess technical understanding and knowledge of numerous human resources guidelines, directives, procedures, and policies.
Assists in data entry for various personnel actions based on the needs of the organization and workforce.
Performs other duties as assigned.

1. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
2. Irregular and overtime hours may be required to support operational requirements or contingencies.
3. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications
GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: Applicants must have 1 year equivalent to at least the next lower grade level ,GS-06 (12 months) of experience. Applicants must have basic knowledge / experience in human resources business elements and can discuss terminology, concepts, merit principles, and issue related to human resources. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Also the applicant must have experience in operating a computer, utilizing multiple computer programs, and performing keyboard functions. Must have at least three months experience, education, or training which provided a basic working knowledge of personnel programs.
