Responsibilities
You will:
- Manage field investigations and studies of potential hazardous waste sites for evaluation purposes and enforcement actions;
- Develop, modify, and validate field analytical methods for evaluation of pollutants and scientific analyses;
- Develop, implement, and adhere to field Quality Control system requirements;
- Provide technical expertise, assistance, and advice based on the use of field analytical equipment and analysis of environmental samples and/or measurements;
- Interpret and evaluate data to determine its significance and communicate findings orally and in written reports.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

Participation in the medical monitoring program is required.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as conducting investigations and studies of hazardous waste and/or hazardous waste sites; providing technical expertise or assistance to internal and/or external stakeholders on field investigations; analyzing environmental data or field samples.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of Superfund, Resource and Recovery Act (RCRA), and related rules and regulations; 2) Ability to train external stakeholders in field analytical methods; 3) Knowledge of field chemistry (Ferrous Iron, Sulfide), X-Ray Fluorescence (XRF) analysis, and use of portable gas chromatograph and mass spectrometer; 4) Ability to analyze routine and non-routine environmental measurements and field samples; 5) Ability to develop standard operating procedures (SOPs); 6) Ability to train internal and external stakeholders on the use of field analytical equipment; 7) Skill in communicating data findings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

Life Scientist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in one of the following: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed.

Physical Scientist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in one of the following: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Chemist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in one of the following: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; OR a combination of education and experience with education equivalent to one of the majors listed that included the described coursework.
