At the full performance level duties include but are not limited to:
Serves as an analyst responsible for analyzing, evaluating, and advising on a well defined and established program of a moderate size and complexity.
Provides substantive program consultation and develops, implements, and evaluates program operations and strategies.
Analyzes and evaluates the effectiveness and efficiency of the assigned public health program(s) and develops and/or implements standards and recommendations; gathers data and coordinates with others to develop program guidelines, goals, plans, and strategies; develops qualitative and quantitative methods and strategies for planning, evaluating, and documenting program activities; makes presentations and/or conducts training; etc.
Serves as functional representative for all related projects and activities and maintains relationships with internal and external stakeholders.
Pathway Eligibility:
Must be currently enrolled or accepted for enrollment and seeking a degree (diploma, certificate, etc.) in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate on a full or half-time basis. NOTE: You MUST provide proof that you are currently enrolled or have been accepted for enrollment in the next academic term on a full-time or part-time basis
Must be a citizen of the U.S. (or lawfully admitted to the U.S. as a permanent resident or otherwise authorized to be employed under Immigration law, and able to be employed under the appropriations ban on employment of non-citizens).
Must maintain good academic standing of at least a 2.5 GPA (cumulative) for an undergraduate degree program and 3.0 for a professional master's degree program.

Participants in the Internship Program who are considering breaks in their academic program must prepare a request for a program waiver, and the supervisor will make a determination if the employee should be terminated or allowed the waiver.
Minimum Qualification Requirements:
For GS-07:
A. Have successfully completed one (1 ) full academic year of graduate level education. One full academic year of undergraduate; graduate; vocational; trades; technical or high school education is the number of credit hours determined by the college, university or school to represent 1 year of full-time study.
OR
B. Have at least a bachelor's degree and meet Superior Academic Achievement
(S.A.A.) criteria. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; orb.3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. These honor societies are listed by the Association of College Honor Societies.

Have successfully completed two (2) academic years of graduate level education, or a master's degree or equivalent graduate degree. CONVERSION REQUIREMENTS
Interns can be non-competitively converted to a permanent or term position within HHS upon successful completion of Pathways Program requirements. However, non-competitive conversion or placement in not guaranteed, which is based on various factors such as budget, organizational needs, student performance, education, etc.
Eligibility for conversion to competitive service:
- Complete at least 640 hours of work experience acquired through the Internship Program;
- Complete the degree in an accredited college or university;
- Meet OPM's qualification standards for the position to which the Intern will be converted;
- Meet agency-specific requirements as specified in the Participant's Agreement, and;
