For permanent Census employees, this is a competitive temporary promotion opportunity not to exceed (NTE) 1 year or 10/23/2021, whichever comes first; this temporary promotion may be extended or terminated earlier. At the conclusion of the temporary promotion, the permanent Census employees will return to their position of record.
For all other Department of Commerce (DOC) employees, this is a competitive temporary appointment opportunity not to exceed (NTE) 1 year or 10/23/2021, whichever comes first; this temporary appointment may be extended or terminated earlier.
A probationary period may be required.
A supervisory probation period may be required.
This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).
This is a NON-BARGAINING unit position.
Relocation expenses may be paid.
The work schedule for this position is Mixed Tour. With a Mixed Tour work schedule, an employee may be changed between full-time, part-time and intermittent work schedules to accommodate fluctuating workloads and is subject to a signed agreement.
Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.
Qualifications
Minimum Education Requirement:
- Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

- Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
AND
Specialized Experience: For the GG-1530-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-[XX] in the Federal service. Experience for this position includes Experience supervising a staff responsible for overseeing the budget formulation for field survey operations for ongoing and periodic,
one-time surveys, preparing written documents, monitoring cost, progress, and quality of survey data collection operations, and liaising with the Regional Offices and other divisions. Experience in providing administrative and technical supervision; including leading a team. Experience working on issues across organizational lines or geographic
areas requiring close and harmonious coordination and interdependence with other administrative, technical, and program management staff.
Experience analyzing and evaluating program data, survey materials, creating reports, and recommendation to higher management a course of action to get/keep the operations on
schedule and within budget. Experience monitoring sponsor requirements and expectations for quality of results. Experience researching and documenting technical and/or
administrative information. Experience conducting detailed research and analysis of program operations. Experience writing implementation procedures and related training, or
writing and editing technical research reports and presenting findings/results. Experience with successful oversight and negotiation and collaboration regarding the review, testing,
research, and implementation of all aspects of survey data collection methodology, tools, procedures, and techniques. Experience in creating agendas to effectively facilitate strong group interactions, sharing of critical information, and sharing lessons learned.
Education: Education can not be substituted at this level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
