    THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

    Responsibilities

    Develops and carries out specific projects to accomplish the technical support mission of a Human Resources office. Advises supervisors and employees on regulatory requirements of programs and develops instructions. Reviews and interprets policies, directives, and other issuances by outside control agencies for applicability to activities serviced. Provides administrative support for the Human Resource Director.

    Performs routine personnel management functions in assigned areas. Responds to requests for information. Performs limited research and analysis of applicable laws, regulations, policies, and prepares summaries and recommendations for action. Performs designated segments of more complex personnel assignments of higher-graded specialists.

    Staffing: Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations. Assists in planning and administering the merit promotion and recruitment/placement program, evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy fills to assure correctness. Notifies candidates of the results of their application. Maintains necessary documents associated with merit placement plan. Ensures required selection documentation and information contained thereon is correct including military compatibility; checks background information and reports from references; checks security requirements; initiates select/non-select letters, etc. Analyzes technician and payroll information to identify and resolve pay-setting errors or discrepancies.

    Benefits: Provides assistance in administering employee relations matters, including administration of the incentive awards program, performance evaluation program, and leave administration program. Provides technical guidance and assistance to management and employees on benefit programs such as Federal Employee Health Benefits, Federal Employees Group Life Insurance, Thrift Savings Program, Long Term Care Program, etc. Reviews, interprets, and distributes informative material on new, changed, and pending policy changes for employees that impact on existing benefit program entitlements. Provides counseling to management, employees, and beneficiaries regarding program coverage, options, variances in coverage, and advantages and disadvantages of benefits.
