THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPECIALIST, Position Description Number T5910700 and is part of the MA NG HRO, National Guard. This is a Non-Bargaining Unit position. The unit point of contact and contact phone for this position is: Mr. Rick Biedermann at (339) 202-3120.
Develops and carries out specific projects to accomplish the technical support mission of a Human Resources office. Advises supervisors and employees on regulatory requirements of programs and develops instructions. Reviews and interprets policies, directives, and other issuances by outside control agencies for applicability to activities serviced. Provides administrative support for the Human Resource Director.
Performs routine personnel management functions in assigned areas. Responds to requests for information. Performs limited research and analysis of applicable laws, regulations, policies, and prepares summaries and recommendations for action. Performs designated segments of more complex personnel assignments of higher-graded specialists.
Staffing: Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations. Assists in planning and administering the merit promotion and recruitment/placement program, evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy fills to assure correctness. Notifies candidates of the results of their application. Maintains necessary documents associated with merit placement plan. Ensures required selection documentation and information contained thereon is correct including military compatibility; checks background information and reports from references; checks security requirements; initiates select/non-select letters, etc. Analyzes technician and payroll information to identify and resolve pay-setting errors or discrepancies.
Benefits: Provides assistance in administering employee relations matters, including administration of the incentive awards program, performance evaluation program, and leave administration program. Provides technical guidance and assistance to management and employees on benefit programs such as Federal Employee Health Benefits, Federal Employees Group Life Insurance, Thrift Savings Program, Long Term Care Program, etc. Reviews, interprets, and distributes informative material on new, changed, and pending policy changes for employees that impact on existing benefit program entitlements. Provides counseling to management, employees, and beneficiaries regarding program coverage, options, variances in coverage, and advantages and disadvantages of benefits.

Qualifications
GENERAL EXPERIENCE: Must have experience collecting and analyzing data effectively, efficiently, and accurately; the ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; the ability to write English in reports and presentation formats; the ability to communicate clearly and effectively; the skill in presenting formal training presentations and briefings; the ability to assess body language and perceive emotional and/or distress levels; and skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training of specialized experiences (at least 12 months of which was at the GS-07 level or the equivalent) which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
