    Summary

    The National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) plays a key role in protecting American lives and property.  The provision of weather, water, climate, & environmental information supports the Nations's social and economic development. The NWS Southern Region conducts the technical and service programs and the administrative support functions of the region in accordance with NOAA and NWS policies.

    Responsibilities

    The Southern Regional Director is responsible for the management of all operational and scientific meteorological and hydrologic programs in the region. These programs include: the development, operation and maintenance of observing networks; the provision of all weather and flood warning and forecast services; the review and upgrade of scientific programs and procedures in field offices; the evaluation and monitoring of services and consultation with various users (state and local government agencies, emergency managers, the Federal Aviation Administration (FAA) and aviation interests, marine interests, growers, etc.).

    As Director, the incumbent has full responsibility for the direction and administration of all essential organizational functions in the Southern Region field offices and in the region headquarters. This includes resolving operational and technical management problems; maintaining surveillance over the organization; and, ensuring the timely and adequate implementation of established NWS goals and programs. The incumbent is also responsible for the discharge of the following essential organizational functions:

    • Ensuring the provision of effective weather services through approved media to enhance the efficiency of various public and private interests located within the region, including those charged with responsibility for aviation operations, agriculture, air pollution control, forestry management, marine activities, etc.
    • Ensuring timely and accurate weather observations and responsive communications systems in support of the overall programs of the region and the NWS.
    • Ensuring the timely dissemination of weather forecasts and warnings to the public, the media, and other user groups.
    • Ensuring that the NWS forecasts and advisories are responsive to the needs of the public and all users.Ensuring the effective transition of NWS services and implementation of new systems in accordance with NWS modernization and associated restructuring plans.
    • Ensuring the efficient and effective utilization and management of regional human resources within national NWS guidelines.
    • Ensuring that funds are effectively utilized and controlled within the allocated budget of the region and within national NWS guidelines.
    • Ensuring the provision of effective weather services to enhance the efficiency of the activities and operations to the public, public safety organizations, the media, and other users of public weather services.
    • Ensuring the provision of effective weather services through approved media to enhance the efficiency of various public and private interests located within the region, including those charged with responsibility for aviation operations, agriculture, air pollution control, forestry management, marine activities, etc.

    The incumbent also oversees the implementation of the Southern Region's human and budgetary resources ensuring financial, administrative, and Information Technology activities are integrated with NWS procedures and systems and supports the NOAA and NWS strategic planning process by siding in the definition of financial and other resources needed to efficiently and effectively run the Southern Region and those essential elements in the near and long-term.
