GS-11: A qualified applicant must have a professional law degree (LL.B. or J.D.) and membership in a State or District of Columbia bar and advanced educational attainments that clearly indicate the ability to independently perform legal work.
GS-12: A qualified applicant must have a professional law degree (LL.B. or J.D.) and membership in a State or District of Columbia bar and one year of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to perform complex legal work. When describing your one year of professional legal experience experience in your resume, it should identify assisting higher level attorneys in rendering legal advice and service to operating officials with regard to acquisition and assistance, interagency and other agreements; litigation and dispute resolution; human resources management/labor relations; property transactions; and ethics.

The General Counsel’s Office of Chief Counsel (OCC) in Lemont, Illinois provides internal and external customers and partners independent legal counsel and business advice on a myriad of areas, including but not limited to, general civil law, general intellectual property, government procurements, financial assistance, government ethics, environmental law, human resources, and real property law. OCC’s main customers are the Office of Grants and Cooperative Agreements, site offices associated with six Department of Energy national laboratories, the Consolidated Service Center, and other customers within the Office of Science.
