This Regional Director (RD) position is within the Economic Development Administration (EDA) and a Senior Executive Service (SES) position. This position serves as director of the Seattle Regional Office. As Regional Director, the incumbent acts as EDA’s representative in the serviced region, working with wide latitude, and speaking on behalf of the Office of The Assistant Secretary (OAS) at high level meetings. Presents and defends new or proposed agency policy and/or Administration legislation. Cultivates a good rapport with key individuals/groups in the region on behalf of OAS and fosters communication and collaboration between diverse entities, while promoting the Administration goals and actions. Builds strong team cohesion across a broad geographic footprint and EDA offices to ensure productive collaboration across relevant team members, including offices in Headquarters and other regional teams, resulting in good policy formulation, program planning and evaluation, and agency-wide sharing of best practices. Fully supports the Assistant Secretary, assuring the EDA programs are carried out effectively and efficiently.
The incumbent performs the following specific duties:
Relying on career status support staff for recommendations, the incumbent is responsible for overall direction, coordination, and monitoring of technical and financial assistance programs for the Economic Development Administration related to the needs of the areas and districts served by the Regional Office. Further, the incumbent is responsible for directing a group of technical and administrative personnel engaged in analyzing, evaluating and acting on proposals or activities associated with economic development. Expected to provide expertise, critical judgement and maturity in order to create an effective program. The capability to lead and manage is judged over the long term by progress in meeting program and administrative objectives. The incumbent is entrusted with full authority for planning, coordinating, and carrying out the functions of the region in accordance with broad agency policies. Supervisory guidance is sought by the incumbent in situations where significant deviation from EDA policy may be involved or in situations which may have agency-wide ramifications.
Establishing and maintaining effective relationships with other Federal agencies and national organizations, and as required, coordinates and implements policies and programs for economic development. When designated, serves as the Department of Commerce member on interagency committees related to economic development.
Coordinates with state and local governments and economic development organizations in developing and implementing the Comprehensive Economic Development Strategy (CEDS) that is related to the needs of all areas serviced by the Regional Office. Participates as the primary contact for the agency and regional office with public and private leadership, when appropriate, in sensitive negotiations and/or agreements, joint commitments, and special coordination on economic adjustment or development programs.
