This is a Senior Executive Service (SES) position in the Office of the Managing Director (OMD) at the Federal Maritime Commission (FMC). The FMC is an independent regulatory agency with the mission to ensure a competitive and reliable international ocean transportation supply system that supports the U.S. economy and protects the public from unfair and deceptive practices.
The incumbent serves as the Director, Enterprise Services (Director) and serves as the Chief Financial Officer (CFO) of the Federal Maritime Commission (FMC). In this capacity, the responsibilities of the Director/CFO include:
Supervising the day-to-day activities of the staff and ensuring superior work product of the Office of Information Technology (OIT), Office of Budget and Finance (OBF), Office of Human Resources (OHR), and the Office of Management Services (OMS).
Serving as the agency's Chief Financial Officer, directing, coordinating, and overseeing the agency's budget development, submission, presentation, and execution through the Deputy CFO/Budget Director.
Directing, coordinating, and overseeing the agency's information technology (IT) program through the Chief Information Officer/Director OIT to ensure IT resources are aligned with agency mission goals, programmatic priorities, and statutory requirements.
Directing, coordinating, and overseeing the agency's contracting, procurement, and facilities management programs through the Chief Procurement Officer/Director, OMS to ensure contracting/procurement actions are aligned with agency mission goals, programmatic priorities, and statutory requirements.
Directing, coordinating, and overseeing the agency's human capital requirements through the Chief Human Capital Officer/Director, OHR to ensure human capital resources are aligned with agency mission goals, programmatic priorities, and statutory requirements.
Participating in meetings with FMC executive leadership.
Presenting and acting as a spokesperson on behalf of the Commission's budget in discussions and meetings with OMB and Congressional staff and providing expert testimony and answers for the record regarding the Commission's budget.
Travel Required
Occasional travel - You may be expected to travel for this position - less than 10%.

Must complete a 1-year SES probationary period, if not previously completed.
Entrance on duty is contingent upon completion of a preliminary security clearance. You will need to successfully complete a background security investigation and be able to obtain/maintain a Top Secret security clearance for retention in this position.

As a basic requirement, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and possess experience that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet the basic qualification requirement and all executive and mandatory technical qualifications determinations will eliminate you from further consideration.

ECQ 4: BUSINESS ACUMEN - This core qualification requires the ability to manage human, financial, and information resources strategically. Competencies required: Financial Management; Human Capital Management; and Technology Management.
ECQ 5: BUILDING COALITIONS - This core qualification requires the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies required: Partnering; Political Savvy; and Influencing/Negotiating.
MANDATORY TECHNICAL QUALIFICATIONS: These factors are required and must be addressed for the incumbent to perform the duties of the position. The applicant is to provide a separate narrative statement for each of the following mandatory technical qualifications that describes fully, but concisely, how their experience supports each of the following qualifications. The combined narrative statements should total no more than 3 pages. FAILURE TO ADDRESS THESE SPECIFIC QUALIFICATIONS IN A SEPARATE NARRATIVE STATEMENT WILL ELIMINATE APPLICANTS FROM CONSIDERATION:
MTQ 1: Mastery-level knowledge and experience while leading the full range of budget and financial management functions and responsibilities, including budget formulation, budget execution, accounting and financial reporting, and operation of financial and related systems that support financial management and processes.
MTQ 2: Broad knowledge and experience with a portfolio of distinct and disparate administrative programs that include budget and finance, human capital, procurement and contracting, and information technology, which reflects innovative thinking and effective communication practices, and results in continuous program improvements and enhanced customer service.
MTQ 3: Demonstrated ability to coordinate program efforts with other internal and external offices, representing an agency to key individuals and groups outside the immediate work unit. This includes superior writing and oral communications. Provide examples and explain the complexity of the knowledge possessed and the sensitivity of the issues handled.

This position has been designated as a Career position and will be filled on a career basis. Office of Personnel Management (OPM) approval and a probationary period will be required for any applicant who does not have Senior Executive Service (SES) career status.
OPM Certification: An initial appointment to an SES position is contingent on approval from the OPM Qualifications Review Board unless the selectee has successfully completed an OPM approved SES Candidate Development Program (CDP) or has evidence of an SES appointment
