Duties and Responsibilities:
The incumbent serves as the Data Communications Operations Lead and is responsible for developing, planning, and conducting efforts to ensure that the En Route facilities can transition to Controller Pilot Data Link Communication (CPDLC), operations without impact to existing services. Ensures the integrated schedule for Data Communications captures all transition related activities, and that plans are properly coordinated with facility personnel. Works with labor and management operations personnel, the Chief Engineer, Program Manager, subsystem owners, test personnel, and others as necessary to ensure alignment of implementation activities and schedules.
Incumbent applies experience and expert technical knowledge of air traffic control procedures and operations as well as expert technical knowledge of Data Communications Program to lead cross-organizational teams in executing the Data Communications Enterprise Implementation Program. Works with the DCIS vendor and other contractor support personnel under contract to execute implementation activities, manage and track schedules, coordinate and execute site telcons and checkpoints, and to ensure that the proper individuals, facility, regional and service center personnel are included in site implementation activities.
He/She has knowledge of site implementation processes and tools, including techniques for system transition and service activation and coordination across multiple facilities and organizational elements. Leads a team of engineers in implementation activities and in conducting enterprise reviews and analysis while working under constraint of deadlines which impact the success of Agency goals. Collaborates with engineers, subsystem owners, air traffic operations representatives, Technical Operations representatives, and test personnel on a cross domain team. Team develops and executes approaches integrating a complex system of systems that includes software applications, domain automation enhancements, and the transmission network to deliver CPDLC services into the NAS.
Incumbent resolves issues based on professional experience and expertise, consulting with the manager only on issues which depart significantly from established concepts, theories, and principles. Decisions made by, or based on the recommendation of the incumbent, directly affect the policies, programs, and operations of FAA organizational elements as well as other agencies, industries, and external organizations (public, private) involved with or dependent on the services/information provided.
Contacts are with FAA managers, operating officials, contractors (or their representatives), private industry, and the public sector including international, Federal, military, state, and local jurisdictions. Recommends organizational positions on major programs and issues to agency management. Prepares and reviews reports or policies for internal and external distribution.
Applies professional knowledge, practices, principles, theories, and techniques in dealing with air traffic control analysis. As an authority in the field, the incumbent is responsible for the research, development, and acquisition of complex and highly integrated technology and advanced air traffic control equipment and systems required for establishing and maintaining a safe, efficient, productive, and cost effective operation of the NAS. Prepares enterprise implementation plans and integrated schedules for complex system of systems, FAA Terminal and En Route domains and automation systems, Data Communications, and Datalink systems and technologies.

To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
*Experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
