    This position is located in the Payroll section of Fiscal Service of the VA Boston Healthcare System.
    The duty location for this position will be between the Jamaica Plain, MA, campus.

    Responsibilities


    The incumbent is responsible for planning, organizing, directing, and coordinating all financial management activities within the Fiscal Service, VABHS. The program involves accounting, budgeting, managerial and financial reporting. Incumbent is responsible for advising the Chief Fiscal Officer (CFO) of sound financial management policies, and administrative management techniques. The position supports independent analysis of financial management and program budget and execution. Incumbent is responsible for the budgeting, integration, justification, and execution of wide range of programs. Provide financial guidance and technical assistance on programs to Veteran Affairs senior leadership, functional managers and other budget personnel within VA. Provides input for drafting Congressional inquiries, input and coordination of assigned programs, and other actions related to assigned areas of responsibilities in keeping with fiscal, regulatory and legal constraints imposed by VISN, Veterans Health Administration (VHA), VA Central Office, Office of Management and Budget (OMB), and Congressional policies. Render financial, technical, and program assistance to VABHS staff personnel. Develop briefings and position/information papers to be used both internal and external to the Department of Veteran Affairs. The incumbent will serve as the principle liaison with National, Regional and VISN 1 programs to include: Post Traumatic Stress Disorder (PTSD); Spinal Cord Injury (SCI); Veterans Engineering Resource Center (VERC); and Cognitive Processing Therapy (CPT); with responsibility for strategic analysis and solving problems with policy, travel, budget, obligations and expenditures.

    -This position is covered by locality-based comparability pay.
    -Selectee may be required to work at any Boston Healthcare System campus, as needed.
    -Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.
    -Current or former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.
