The incumbent is responsible for developing and implementing a GEMS program at VATVCBHCS and coordinating the efforts of staff involved with GEMS to ensure that the GEMS is developed and implemented in accordance with VHA policy and guidance. Responsible for conducting internal gap analyses of GEMS. Issue reports of gap analyses and tracks status of corrective and preventive actions. Review implementation of GEMS policy and procedures and reports the status to the Safety & Occupational Health Manager. Discuss deficiencies and necessary remedial action with appropriate staff including top management. Coordinate responses to VA and external environmental audits, surveys, and inspections. Serve as an expert on issues related to environmental statutes including the Resource Conservation and Recovery Act, Clean Water Act, Clean Air Act, Superfund, National Environmental Policy Act, Toxic Substances Control Act, Safe Drinking Water Act.
Participate in planning, organizing, implementing, and providing technical assistance for projects to resolve environmental problems. Assignments include, but are not limited to, industrial wastewater treatment and disposal; safe drinking water; treatment, storage and disposal of hazardous waste; release of hazardous material/spill response; air pollution control; environmental media permitting; toxic substances; and regulatory oversight. Provide technical expertise for the design, modification, operation and maintenance of facilities and infrastructure to ensure compliance with environmental regulations. Responsible for managing environmental programs such as (SPCC Plan, Storm Water Plan, P2 Plan, clean air and clean water, safe drinking water, asbestos and management and abatement, mercury reduction.
Develop, implement, and maintain effective programs for the identification, collection and disposal of hazardous wastes. Ensure that handling of all waste streams are in compliance with Federal, State, and local governmental laws and regulations. Advising management on how environmental policies, procedures and systems will affect operations at (VATVCBHCS). Evaluate and implement pollution prevention alternatives to reduce the generation of waste. Manage responses to environmental emergencies including releases/spills of hazardous materials. Facilitate the exchange of environmental information to staff, including the development and implementation of training and educational programs related to environmental programs. Responsible for managing computer programs and databases to enhance management of environmental programs. The incumbent will review how expansion, modification, closures of existing facilities and infrastructure, and new construction of structures and infrastructure will affect the environment and provides information that will minimize adverse impacts to human health and the environment and reduce facility vulnerability.

The VA Texas Valley Coastal Bend Health Care System (VATVCBHCS) is comprised of the Corpus Christi Outpatient Clinic, Corpus Christi Specialty Clinic, Harlingen Outpatient Clinic, Health Care Center at Harlingen, Laredo Outpatient Clinic, and McAllen Outpatient Clinic. The VATVCBHCS is an ambulatory health care system providing health care in medicine, surgery, psychiatry, and rehabilitation medicine. The VATVCBHCS also operates a 100-patient Home Based Primary Care program and a 200-patient Care Coordination Home Tele-Health Program. Through the utilization of inpatient/emergency department contracts, approximately 2600 inpatient admission and 5800 ER visits are managed by VATVCBHCS. Affiliated with the University of Texas Regional Academic Health Campus, the system has an active ambulatory care program and serves as a teaching and training site for medical residents. The VATVCBHCS is responsible for an enrollee population of over 30,000 veterans and 350,000 outpatient visits annually.
