1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. (25%)
2. Performs work and supervision in one or more of the following programs: Casualty Operations/Survivor Outreach Services, Military Funeral Honors (MFH), Yellow ribbon, and Domestic Violence Prevention and Suicide Prevention. (50%) a. Casualty Operations/Survivor Outreach Services provides critical Army Casualty Operations support to CACs, Senior State Leadership, Service Members and their Families, and is responsible for the training, identification and appointment of casualty support personnel including Casualty Notification Officers (CNOs), Casualty Assistance Officers (CAOs), Chaplains, Escorts, and Summary Courts Martial Officers (SCMOs). Assists CAOs and survivors in receiving all applicable Federal and State benefits and entitlements. b. The SOS Program is designed to provide dedicated and comprehensive support to survivors of deceased Soldiers. The program fulfills its covenant with survivors through sustainment of a comprehensive multiagency program that improves Soldier and Family preparedness in the event of a catastrophic loss, maximizes cooperative efforts within organizations and agencies, and encourages survivors to remain an integral part of the ARNG Family for as long as they desire. c. Military Funeral Honors is responsible for coordinating and assisting in the planning and development operations for the ARNG Military Funeral Honors Program. Work involves coordinating the fulfillment of requests for honors ceremonies within the respective state; using established systems/databases to identify and track the level of support and costs associated with each ceremony; and developing training programs. d. Yellow Ribbon Program is to plan, coordinate, implement, execute, and manage the events associated with the DoD Yellow Ribbon Reintegration Program for National Guard Members and their families. The events are designed to provide a program integration (internal and external) ensuring there is sufficient information on benefits, services, and referral programs available to National Guard members and their families through all phases of the deployment cycle. e. Domestic Violence Prevention and Suicide Prevention is responsible for providing leadership, direction, and guidance in the performance of such functions as: (a) developing, monitoring, revising, coordinating, and implementing a risk reduction program that reduces incidents of high risk behaviors. (b) developing, monitoring, revising, coordinating, and implementing suicide prevention policies and programs. (c) providing in-depth research resulting in new doctrine, training, and mitigation of risks (d) providing continuity and coordination expertise for issues affecting soldiers and civilians; and (e) serving as a quick reaction capability to gather relevant data and information for the Army National Guard (ARNG), and then advise on courses of action.

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
