The incumbent of this position performs the following duties and responsibilities:
Supervises, plans and provides leadership in the operation and administration of functions within the Division.
Serves as an agency expert and authoritative consultant, providing technical assistance and resource management support for key workforce development programs.
Serves as focal point, providing leadership and guidance to State grantees; directs the conduct of Grant Management Reviews to ensure achievement of the planned performance objectives and the provision of assistance to State agencies and local workforce areas in the development of improvement plans.
Ensures that reviews of workforce development activities, services, and specialized program areas are planned and conducted to evaluate the integrity and effectiveness of services; oversees the identification of any problems and works cooperatively with State and local officials to arrive at mutually acceptable corrective actions which will ensure legal compliance and continuous program improvement.
Elicits support of program officials, grantees, customers, and other concerned parties to ensure the most effective development, implementation, and management of State and local workforce development programs.
Plans and implements regional office efforts to enhance awareness and involvement on the part of grantees and the private and public sectors in the furtherance of the overall goals and special program initiatives of ETA and DOL.
Reviews plans, analyzes, develops and facilitates program changes including resource requirements; establishes and revises operating procedures, reviews operations; provides authoritative advice and consultation on workforce development activities to other ETA officials, grantees and customers/stakeholders; evaluates, recommends, and facilitates implementation of new approaches and alternatives to address current or anticipated problems.
Provides technical program support for Regional Office projects and staff activities within the states.
Manage program operations of the Division of Demonstration Grants; implements policies and plans, directs activities to meet requirements of assigned programs; and makes significant contributions to the development of policy.
Performs the full range of supervisory responsibilities; assigns and reviews work of subordinates; approves promotions, reassignments and other personnel actions; develops position description, approves or disapproves leave; makes selections for vacancies; develops performance standards and appraises employees on their performance ; provides on-the-job and formal training opportunities; ensures that employees work in a safe environment and receive equitable opportunities in accordance with the EEO program.
Continually improves work processes and the cost effectiveness of products and services; evaluates and measures the quality of products and services; applies state-of-the-art· technologies to generate new ideas and solve problems.

Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports.
