CURRENT MEMBERS OF THE IDAHO AIR NATIONAL GUARD ASSIGNED TO THE 124 SFS
This position is located at an ANG Security Forces Flight. This is an Air National Guard (ANG) Dual Status (DS) Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to serve as a first level supervisor and/or flight chief, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Security Forces Flight.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.
Represents the Security Forces Flight with a variety of functional area organizations. Establishes, develops, and maintains effective working relationships with the base community. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization.
Performs and enforces the full range of police officer duties within the military facility. Incumbent has full powers of apprehension and detention which entails carrying a firearm, operating Security Forces vehicles and equipment, mirandizing suspects, preserving evidence and testifying in court as it pertains to enforcing regulations on a military installation. The incumbent is required to meet all requirements of Federal, Department of Defense (DoD), Air Force (AF), NGB, State, and local level rules and regulations to maintain qualification as a police officer whose jurisdiction is only within the confines of the military facility. Directs and ensures thorough investigations of accidents, suspicious activities, and arrests, and promotes community relations. Directs and supervises the dispatch operation activities involving security force patrols to scenes of crimes, accidents, natural disasters, and apprehensions. Directs or personally performs preliminary and final short-term investigations of a broad range of alleged and actual crimes occurring solely within the local facility jurisdiction. Directs and ensures that all individuals requesting access to the facility have the proper identification credentials before entering. Directs and participates in training exercises and evaluations to increase proficiency and update skills and knowledge of organization/flight personnel.

GENERAL EXPERIENCE:
Occupational Series GS-0083 concerns police work that protects nuclear and conventional weapons systems and other critical resources. The work concerns air base defense functions contributing to the force protection mission. Tasks include defending and protecting personnel, equipment, and resources from hostile forces throughout the base security zone of military installations. The duties operate in various field environments, performs individual and team patrol movements, tactical drills, battle procedures, convoys, military operations other than war, antiterrorism duties, and other special duties. The duties cover operating communications equipment, vehicles, intrusion detection equipment, individual and crew-served weapons, and other special purpose equipment. In addition, police work involves self-aid buddy care and life saving procedures as first responders to accident and disaster scenes. It provides armed response and controls entry to installations and protection level resources. The work involves detecting and reporting the presence of unauthorized personnel and activities; and, implementing security reporting and alerting systems. The duties require the enforcement and adherence to the standards of conduct, discipline, and adherence to laws and directives. The work directs vehicle and pedestrian traffic; investigates motor vehicle accidents, minor crimes, and incidents; and operates speed measuring, drug and alcohol, and breath test devices. It leads, manages, supervises, and implements ground weapons training programs. Duties involve the control and safeguarding of arms, ammunition, and equipment; and, instructs ground weapons qualification training. The tasks provide guidance on weapons placement to security forces and ground defense force commanders. The position inspects ground weapons and replaces unserviceable parts and analyzes malfunctions by inspection and serviceability testing. It uses precision gauges, testing instruments, and special tools to adjust parts and operating mechanisms. The position requires weapons' function-fires to ensure accuracy and serviceability. The position controls and operates firing ranges and associated facilities to include supervising construction and rehabilitation. The position employs military working dogs to support worldwide security force operations and executive agency requirements to include nuclear, presidential support, federal law enforcement and national strategic programs. Ensures health and welfare of military working dogs. Trains handlers and military working dogs on all aspects of military security training.
SPECIALIZED EXPERIENCE:
A National Guard Title 32 Dual Status applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. For entry appointment into the GS-08 initial appointment or promotion appointment, the applicant must have at least six months of working experiences and the successful completion of the Air Force Technical Training AFSC/Security Forces School.
Must have experiences in performing practical security force activities in direct support of the military weapon systems and physical security; law and order; and area security operations. The work experiences are in law enforcement, maintaining law and order, preserving the peace, and protecting life and civil rights within the jurisdiction of military installations. Have general experiences in protecting federal property from hazards such as sabotage, espionage, trespass, theft, fire, and accident or willful damage and destruction. Experiences in securing crime and incident scenes; apprehending and detaining suspects; searches persons and property; and collects, seize, and preserve evidence. Experienced in conducting interviews of witnesses and suspects and obtains statements and testifies in official judicial proceedings. Has work experiences in responding to disaster and relief operations and participates in contingencies. Knowledgeable in developing plans, policies, procedures, and detailed instructions to implement security force programs. Is competent and experienced in maintaining accountability and ensuring security for weapons, ammunition, and explosives utilized in the course of instruction in accordance with applicable Air Force Instructions. Experienced in implementing ground weapons training programs. Experienced in the control and safeguarding of arms, ammunition, and equipment; and, instructs ground weapons qualification training. Have competencies in managing weapon placement to security forces and ground defense force commanders. Have experiences in inspecting ground weapons, replacing unserviceable parts, and analyzing malfunctions by inspections and serviceability testing. Have experiences in firing weapons for accuracy and serviceability. Understands how to control and operate firing ranges and associated facilities to include supervising construction and rehabilitation. Experiences may include instructions on the proper use of handguns, rifles, machine guns and other base defense/ground combat skills equipment, in accordance with approved lesson plans and course control documents. Experienced in weaponry, laws, directives, programs, policies, and procedures governing Security Forces activities; installation security; weapon system and resource security; anti-terrorism; law enforcement and investigations; military working dogs; air base defense; training; pass and registration; civilian work force; and combat arms.
For entry into the authorized specialty code, completion of high school or General Equivalency Diploma is mandatory. Combinations of successfully completed post-high school education and experience are used to meet the requirements for the military ranks, as specified in the Air Force Enlisted Classification Directory (AFECD).
