This position is open to all onboard (perm, temp, indef) Title 5 and Title 32 NG employees within NYNG.
The primary purpose of this position is: to implement and manage the installation level Sexual Assault Prevention and Response Program and serve as consultant to the installation or host Wing Commander (WG/CC) or delegated Vice Wing Commander (WG/CV) on institutionalizing core values for the National Guard.
You must meet the following Education requirement to qualify for this position:
All Wing SARC, GS-0101-12 applicants must provide official transcripts from accredited universities or colleges. College degree coursework and pertinent volunteer experience, in fields associated with the GS-0101 Series' social science program disciplines, are acceptable qualification elements only where it clearly provides applicants with the background education and competencies necessary for successful job performance such as, studies in the Sociology, Psychology, Social Welfare, Education, or Human Resources.
Degree: Successful completion of a full four-year course of study in an accredited college or university that resulted in a bachelor's or higher degree that included a major field of behavioral study or social science study or a related study discipline. Must have completed three years of progressively higher level graduate education leading to a PH.D. Degree or equivalent doctoral degree. In situations where the applicant's college transcripts did not indicate specific course requirements, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If the specific course requirements are not clarified, apply 24 hours of behavioral study, social science study, or a related study discipline as equivalent to a major field of study. The nature and quality of this required course work may serve as a prerequisite for more advanced studies in the field or subject-matter area. Related course work generally refers to courses that are accepted as part of the program major.

Combining Education and Experience: An appropriate combination of education and experience generally requires that an applicant possess a core of educational credit in behavioral study, social science study, or a related study discipline; plus, additional education and/or experience.The quality of the combination of education and experience must demonstrate that the applicant possesses the full range of competencies, knowledge, skills, abilities, and behaviors, required to perform GS-0101-12 Wing SARC occupation business. The combination must align and demonstrate factors and evidence that are directly comparable to a successfully completed four-year degree in a course of study with a major in behavioral study or social science study; or, in a course of study with a major in related study discipline. In addition to courses in the major discipline or related fields, a typical college degree will include courses that developed logic, analysis, writing, critical thinking, research, and statistics. These courses provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the GS-0101-12 Wing SARC position. Therefore, creditable experience must have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
Because of the potential for legal or professional conflicts of interest, certain military reserves' occupational positions cannot serve as Wing SARCs. These military positions' professional duties for sexual assault response conflict with the duties required of the Wing SARCs. The following list is current; however, subject to change dependent on DoD and OPM program policy changes.
a. Chaplain personnel and chaplain assistants are NOT appointed as the National Guard Title 5 Excepted Service Wing SARC employees because they have privileged communications granted in the DoD Chaplain Program.
b. Law enforcement personnel are NOT appointed as National Guard Title 5 Excepted Service Wing SARC employees because they have confidential limits in their roles to seek and document the truth of the crime.
c. Judge advocates and paralegals are NOT appointed as National Guard Title 5 Excepted Service Wing SARC employees because their legal responsibilities conflict with Wing SARC duties and may involve prosecution or defense of alleged offenders.
d. Commanders are NOT appointed as National Guard Title 5 Excepted Service Wing SARC employees because their command responsibilities include focus on assessing the facts, functions, and accountabilities of the offender and the victim; and, these command duties conflict with the National Guard Title 5 Excepted Service Wing SARC duties that are focused only on providing support and resources to sexual assault victims.
e. Medical and Mental Health Providers are NOT appointed as National Guard Title 5 Excepted Service Wing SARC employees because their clinical roles and medical treatment work may require contact with a sexual assault victim; and, their clinical roles and their medical treatment duties and responsibilities directly conflict with the Wing SARC work requirements.
