This includes administrative functions related to budget, finance, space planning, property management, supply, general administration management as well as ensuring for administrative continuity and support within the Engineering Service. Other administrative functions include: human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related additional duties associated with tracking and coordinating internal/external suspense items with Hospital Management.
Performs and monitors established administrative management requirements for an organization with more dynamic administrative requirements. Applies administrative policies, maintains various systems. This includes:
Developing, maintaining, and monitoring integrated reporting systems (Engineering Dashboard, SharePoint Portal, Document Libraries, Standard Operating Procedures), affecting programs throughout the activity with functions and operations that are extensively interrelated;
Communicating information (by way of weekly and monthly status meetings) to management for effective evaluation of program operations and milestones;
Analyzing extracts, summarizing and identifying significant trends and issues specific to VA Directives and completes C-Bulletins;
Forecasting and estimating program requirements and preparing programmatic reports (justifications, charts, graphs, basic statistical and narrative data, etc. for top-level management presentations and briefings.
Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues. Provides advice and guidance to managers and employees on questions and situations related to the administrative services provided.
Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques.
Assists in providing guidance on routine aspects of tasks to support the administration of established quality and productivity programs for the organization. Participates in developing short- and long-range goals and in providing guidance for the organization's quality assurance plan. Generates required reports for key managers and organizations.
Oversees execution of programs of broad scope and mission impact to include preparatory activities related to Performance Improvement, Pre-Joint Commission reviews, Environment of Care (EOC) Management Plan, Hospital
Safety and Infection Control programs. Reviews and interprets new and established directives, instructions, regulations, etc. and delegations of authority for potential impact on major program objectives, operating policies, work operations, and progress.
Assures program goals, objectives, and operations are realistic. Prepares internal instructions, operating policies, procedures, guidelines, etc. concerning assigned program(s) and recommends required changes and adjustments to assure proper and adequate accomplishment of major program goals and objectives.
Conducts management surveys (e.g. Schneider Electric Recalls), audits, projects, etc. and provides advisory services to operating or management officials. Program study assignments involve organizations, operations, and functions of significant complexity with extensively interrelated programs throughout an extremely complex multi-mission or equivalent activity.
Plans, develops, and conducts program analyses of substantial scale [which includes collaborating with Project Teams on major & minor multimillion dollar (annual) construction] and evaluating impact and reporting on suspense items concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives for the Hospital and across organizational boundaries; to include Service Line divisions.
