About the Position: Serves as Team Lead in negotiations with unlimited warrant over a group of contract specialists/contracting officers (CO). As Senior Program Level CO, incumbent has the necessary signatory authority to enter into contracts ranging from $25 million to over $1 billion for specialized and significantly important acquisition programs.
FIRST CUT-OFF: 4 January 2021 will be first cut off for referral list sent to Management.
Serve as focal point for planning, developing, and executing complex contractual strategies and provides warranted signatory authority to enter into contracts consistent with the needs of the organization for which service is being provided.
Serve as Lead Negotiator and representative on contractual issues at conferences and meetings.
Guide supporting contracting specialist in developing solicitations and implementing complex and unique acquisition techniques.
Serve as principal contracting advisor to customers in the acquisition planning process, provides program updates and participates in decisions involving contractual matters.
Analyze recommendations to formulate contracting strategies considering socio-economic programs, competition maximization, pricing arrangements, subcontracting, and matters requiring unique acquisition techniques.
As Team Lead, serves as intermediary between the team and upper management. Articulates assignments, plans subordinate work, trains or arranges training, provides input to the supervisor on performance management and personnel administration.

Basic Requirement for Lead Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution. OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows:
Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR
Served as a military member in a comparable military occupational specialty; OR
(B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) work interpreting Government contracting/acquisition laws and policies; 2) developing negotiation strategies; 3) performing cost/price analysis; and 4) developing acquisition strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (i.e., GS-13 or a Demonstration Project Pay band which is equivalent to GS-13 or above).
