    As the Supervisory Human Resources Specialist (SHRS), you will report directly to the Senior Strategic Business Partner (SSBP) at the Phoenix VA Healthcare System. The role of the Supervisory Human Resources Specialist contributes to overall VISN performance by assisting the SSBP with tactical and strategic consulting on people and organization development strategies in support of business objectives. You will assist the SSBP with who has executed delegated responsibilities for the local labor market in the following functional areas: employee relations consultation; strategic talent acquisition and management (staffing); policy interpretation, application, and implementation; and performance and compensation management consultation. You will carry out additional responsibilities to include organizational health, employee development initiatives, and training. as part of the SBU, you will assist as a strategic advisor between local leadership and the SSBP as well as VISN HR Operations, effectuating local strategic goals and metrics through expert management consultation in talent management and workforce and succession planning. The SHRS collaborates with the SSBP, facility executives and VISN leadership to execute and align human capital goals and priorities, and acts as change agent to business through process redesign and approaches that support change and transformation. You will be responsible for analyzing trends and metrics to develop solutions, providing day-to-day consultation to leadership on a variety of actions to include employee relations issues, policy interpretation and application, talent management and development, and organizational design consultation. You will be required to participate in annual budget planning/labor forecasting process with business partners and conduct ongoing supply and demand analysis for business partners on current and future state staffing and skill needs and designs talent acquisition strategies to meet those needs.
