Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. OR Possess a Bachelor of Science degree in Nursing AND at least one full year of professional nursing experience;

OR Completion of at least one full year of graduate education in a professional nursing educational program;
Professional nursing experiences for GS-7 level are nursing tasks performed under general supervision, with another RN reviewing work periodically. These duties include: contributing to the development of a plan of care for assigned patients based on the nursing process, providing nursing interventions based on established plan of care and evaluating effectiveness, setting up and operating specialized equipment, and demonstrates nursing leadership in providing technical guidance and direction to other nursing personnel (such as Licensed Practical Nurses and Nursing Assistants).
GS-9: Possess a master's degree in professional nursing;
OR At least one year of professional nursing experience (equivalent to the GS-7 grade level or above) AND possession of a diploma, associate degree, or Bachelor of Science degree in Nursing from a professional nursing program.
Professional nursing experiences for GS-9 level are nursing tasks performed independently. The duties include: providing nursing care that requires the full range of professional nursing proficiency from assessment of the needs of a wide variety of patient illnesses, through developing a plan of care, administering medication and operating special equipment, and initiating appropriate measures in emergency situations. Experience also includes demonstrating nursing leadership in providing technical guidance and direction to other Registered Nurses and nursing personnel.
