    Responsibilities

    As a Program Analyst, you will perform the following duties:

    • Develop and implement national policies for program administration of the Coastal Zone Management Act (CZMA), including the National Coastal Zone Management and National Estuarine Research Reserve programs.
    • Advance the programmatic capabilities, effectiveness, and efficiency of the CZMA Programs to achieve strategic goals and program requirements. Monitor programmatic activities, and perform organizational studies to implement strategic improvements. Lead analyses of state, regional and national programs, projects and policies.
    • Serve as a policy and technical expert on CZMA Programs and coastal and ocean issues, and provide technical assistance and policy guidance to state partners, including the negotiation and oversight for federal funding.
    • Communicate recommendations to senior management on policies, process improvements, and state and regional coastal and ocean issues. Lead, and participate in, discussions and briefings with NOAA, state and other partner organization leaders.

    NOTE: These duties are described at the Full Performance Level of the ZA-4, the ZA-3 is developmental leading to such performance.

    Occasional travel - Up to 15% domestic travel may be required for this position.
