This position exists in the VBA Mandatory Disability Exams Quality and Program Management Staff Office. The mission of this office is to increase the quality of compensation and pension exam requests and exam reports, and improve timeliness. The staff is responsible for monitoring the compensation and pension examination program for the purposes of analysis and accountability. The Staff enables the responsive, timely, accurate and compassionate delivery of Compensation benefits and services to veterans and their families through expert analysis during the development and operational support of new and modified information technology applications designed for field stations.
The incumbent interacts with officials at high levels within the VA Central Offices including: Veterans Health Administration (VBA), Department of Defense (DoD), National Cemetery Agency (NCA), Office of Inspector General (OIG), VA Office of Information and Technology, Veteran Service Organizations and other stakeholders and local medical facilities.
Major Duties:
- Responsible for gathering, analyzing, developing, defining, documenting, validating, verifying, managing, and integrating business requirements for systems projects.
- Serves as an integral person for integration of CAPRI, VBMS, EHR, and DBQ automation tools, as related to support of C&P exam IT integration of processes.
- A primary resource for projects related to VA Disability claims, examinations and assessments; and is expected to work on other related projects whenever appropriate.
- Plays a key role in establishing business requirements for the initial development and future enhancements to software products and applications within Compensation and Pension (C&P) and across the VA.
- Responsible to work with stakeholders, focus groups and end - users to analyze, evaluate, integrate and develop business requirements for national application products.
- Responsible for the collaborative analysis, development, documentation of business processes and software requirements that will improve quality, timeliness and/or efficiency of assigned VA disability exam programs and related processes.
- Ensure analysis are performed using industry standard analysis methods, to include utilizing organizationally approved documentation.
- Responsible for developing the appropriate documentation including (but not limited to) Business Case definition, Business Requirements Definition, Use Case Definition, Business Analysis Documents, User Help Text, User Acceptance Testing (UAT) and change request documentation.
- Provide periodic formal reviews and updates concerning progress toward specific project objectives and milestones, keeping supervisors informed at all times of progress on assigned programs and potential problems.
- Inform leadership of issues via formal presentations or in written documents; convene meetings and teleconferences to present projects, programs, and issues to higher VA management, formulate meeting agendas, coordinate the program and speakers, moderate the meeting, conduct presentations and introductions, and ensure that the information is presented in a concise, complete, and effective manner.
- Conduct reviews to determine exact project or program status, compare progress against milestones, schedules, and objectives and summarized these reviews in verbal or written reports, including findings and recommendations.
- Exercises resourcefulness and good judgment in recommending solutions to concerns/problems identified by special projects and studies. Determines the most effective methods for communicating and presenting written analyses.
- Flexible in so far as his/her ability to handle project requests at all levels. Additional projects are handled as assigned by the supervisor. May work on several projects simultaneously, with the ability to plan and adjust work operations to meet changing or emergent needs with minimum sacrifice to quality or quantity of work.
