    Summary

    Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

    Responsibilities

    The Supervisory IT Specialist provides leadership and guidance to subordinate employees to administer, develop, deliver and support information technology (IT) systems and services. The paramount requirement is knowledge of IT principles, concepts and methods; e.g., data storage, software applications, and networking. Information technology refers to systems and services used in the automated acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, assurance, or reception of information. Information technology includes computers, network components, peripheral equipment, software, firmware, services, and related sources.

    Work in the Technical Category at this pay band is characterized by such assignments as:

    • serving as a first line supervisor at the organization/unit level; assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave;
    • coaching and developing employees; recommending corrective or disciplinary actions;
    • assisting in budge planning and projecting short-term needs;
    • managing projects within assigned resources;
    • resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

    Duties include:

    Work is typically governed by established guidelines, policies, and procedures. Resolves routine problems independently, but consults with higher-level management when existing guidelines not available or applicable to complex problems. May be called upon to assist in developing new policies and procedures. Individual and organizational performance is typically reviewed periodically by higher-level management, often through status reports, organizational performance measures, customer agreements, service level agreements, and higher-level management to ensure timeliness, policy compliance and alignment with program objectives.

    Applies working experience and comprehensive technical knowledge in the delivery of penetration testing, vulnerability and compliance scanning, and incident response capabilities as defined by the National Institute for Standards and Technology (NIST). Responsible for providing strategy, tactical plans and daily operations of said capabilities. Proficient in cybersecurity best practices and tools in support of these capabilities. These capabilities support enterprise information technology system and network operations in support of critical federal missions. Responsible for providing information systems security services for small and large scale Department of Transportation, Federal Aviation Administration, and other government agency data processing systems. Considers the objectives of the organization when developing, integrating and implementing solutions to diverse, complex problems. Defines, organizes and assigns resources to accomplish organizational objectives.

    Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes.

    Plays a lead role in drafting, reviewing and editing reports, technical subject matter or contractual documents for final approval prior to external distribution. Prepares and presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with both internal and external stakeholders. Serves as a Program Manager in developing new business for to include preparing proposals, understanding existing and new capabilities to implement, communicating to customers, visions and directions, marketing, and performing customer relations for all facets of cybersecurity services and capabilities.
