Procurement Analyst / 44001-A
The selected applicant will serve as a Procurement Analyst in the Office of Procurement, Acquisition, and Logistics (OPAL), Strategic Acquisition Center (SAC). The selected applicant will serve as a lead analyst on complex proposal evaluations; coordinates different inputs to form comprehensive reports and assists contracting officer/specialist in resolving costs and accounting issues. Serves as advisor and senior price negotiator to contracting teams and acquisition review boards and/or committees; consults with contractor personnel, engineers, cost estimators, administrative and shop personnel. The position analyzes, evaluates and participates in negotiations of contractors' proposals and other pricing financial matters; analyses involving a range of factors affecting contractor's cost and prices, wherein little or no historical data is available. Provides oversite for complex acquisitions at the SES and VA Headquarters level, types of contract proposals evaluated include cost reimbursement, incentive, and firm fixed price, i.e., the total range of available contract types. Analyzes and evaluates contract matters; initiates, develops, and recommends contract policies, procedures guidance, development and Strategic Enterprise Planning implementation (acquisition planning, pre-award, award, post award, contract closeout phases through enhanced monitoring and control). Provides input to VA administrations' and staff offices' acquisition policy Obtain FAC-C III within 12 months. DAWIA Level III has reciprocity with FAC-C III and is the only equivalent certification. Those whom have not yet reached Level III, but have met most/if not all requirements to apply for Level II may be considered for vacancies in this position, as long as Level III is able to be achieved within 12 months from the effective date of assignment/entrance on duty.
