    Responsibilities

    This position is located in the Office of the Chief, Engineering Service at the Edward Hines, Jr. VA Hospital. The primary purpose of this position is to serve as a Management Assistant and to provide direct management and program assistance support to the Program Analyst, the Chief of Engineering Service and the Chief of the Project Planning Section.

    Major Duties:
    -Provides direct support to the Program Analyst and the Chief of the Project Planning Section by collecting, organizing and presenting information related to current and future programs/projects regarding the administration and processes required to offer and sustain effective Engineering programs.
    -Serves as the Fund Control Point Clerk for various Engineering Fund Control Points. Maintains and updates the Delegation of Authority (DOA). Reviews invoices and recommends approval or denial in the Invoice Payment Processing System (IPPS).
    -Enters 2237's and 1358's into VISTA on behalf of the Engineering Service. Utilizes IFCAP, PTR, and SharePoint to maintain and track records of each transaction and the fund control point balance associated with each transaction.
    -Obtains and manages a government purchase card on behalf of the Engineering Service.
    -Assists in the creation, maintenance, and modifications of Engineering Services Interagency Agreements (IAA's).
    -Reports, maintains, updates, and reconciles all Undelivered Orders (UDO) and Work In Progress (WIP) for Engineering Service.
    -Creates and/or maintains databases and associated paper files in support of staffing levels and succession planning for the service.
    -Responds to staffing spreadsheet requests from EEO Manager, Director's Office, and bargaining unit Office. Maintains staffing records to show historical perspective, particularly important when responding to EEO investigations or bargaining unit requests for historical information.
    -Creates/maintains databases and associated paper files for Personnel Records, Engineering Service Policies, Administrative Actions and Chief, Engineering Service administrative records.-Uses knowledge of assigned programs, priorities, goals and objectives to independently identify workflow problems and other situations that have a negative impact on organizational efficiency.
    -Prepares reports for higher level employees/supervisor describing problems that are recurring or causing significant delays, and/or problems noted in collected data, as well as recommending corrective actions needed or already taken.
    -Mentors the clerical support staff in subordinate divisions, providing training, reviewing their work and providing regular feedback regarding procedures and processes within the department.
    -Edits documents, composes letters, and reviews materials for accuracy and completeness. Reviews and routes incoming and outgoing documents such as correspondence, reports, memoranda and other forms of written communication on behalf of the Department Head.
    -Serves as the backup timekeeper for Engineering Service utilizing the Veterans Affairs Time and Attendance System (VATAS) to input and track all staff time. Assists with travel arrangements and documents as necessary.

    Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

    Work Schedule: Full-time, Monday-Friday, 8 AM-4:30 PM
