Competency One:Ability to write system requirements based on Statutory, Regulatory, Policy and Procedural changes.
Competency Two: Ability to develop and evaluate alternative designs for implementation of accepted business and\or functional requirements.

Competency Four:Ability to write training materials for VA applications and provide assistance to field users.
Competency Five: Extensive knowledge of accepted application development including documentation requirements.
Competency Six: Comprehensive knowledge of VBA's accepted project management and analysis tasks.
Competency Seven: Knowledge of federal laws and agency regulations pertaining to the administration of Veteran benefit C&P Programs
