    The Personnel Security Specialist position is part of the Human Resources Shared Services Unit (SSU) for VISN 20. This incumbent performs the security- related functions in support of a Network Personnel Suitability and Credentialing Program (hereinafter, "Personnel Security Program") and assures that all appointees have the appropriate level of security/suitability clearance commensurate with their assignment.

    The Personnel Security Specialist is responsible for the day-to-day activities of the Personnel Security Program. The position is very confidential, complex, and highly sensitive nature. The incumbent has responsibility of the Personal Identity Verification Program (PIV) which is a Government-wide identification standard for secure and reliable identity credentials issued by the Federal Government to its employees, contractors, affiliates, and volunteers. The PIV Program is required by Homeland Security Presidential Directive (HSPD) 12 and outlined in Federal Information Processing Standard (FIPS) 201-2.

    Duties include but are not limited to:

    • Conducts security and suitability adjudications related to background investigations
    • Reviews completed suitability investigations with the purpose of providing recommendations on pre-employment and continued employment considerations
    • Determines the impact of potential adverse or derogatory information; exercises personal judgement and discretion to evaluate the nature of information received and recommends or takes appropriate action
    • Maintains liaison with local agencies (police, criminal investigators, etc.,) to ensure timely record checks are conducted on personnel
    • Notifies employees in a timely manner of requirements for initiation of periodic reinvestigations
    • Recommends or takes action on cases where the facts are not completely ascertained, or where there is contradictory evidence or incomplete, inconclusive or controversial material
    • Reviews results and makes decisions concerning the adjudication of all Special Agreement Checks (SACs) and Tiered investigations received from OPM
    • Drafts and issues Proposed Action Letters (PALs) and Final Action Letters (FALs) to applicants and appointees whose investigative results contain actionable suitability information
    • Notifies proper management officials when pertinent suitability information appears in investigative reports
    • Follows up on personnel security cases with issues. Analyzes information and provides a variety of reports for review at all levels
    • Monitors, documents and evaluates security processes to ascertain trends and makes recommendations for appropriate corrective action
    • Implements policies and procedures for the Personnel Security Program
    • Ensures that the program meets all legal and mandatory requirements and that all agency regulatory requirements are followed
    • Provides technical guidance and advice on matters pertaining to personnel security
    • Maintains all appropriate VA Handbooks, Manuals, Directives, Circulars, and Bulletins regarding the security and suitability program
    • Processes andoversees the submission of higher-level investigations to the VA-Adjudication Center (VA-AC)
    • Monitors the oversight of the Electronic Questionnaires for Investigations Processing (e-QIP) system
    • Tracks the date released and follows up with the Office of Personnel Management (OPM) to ensure timely closure for all cases (SACs, NACls, MBls, and BIs)
    • Performs audits and spot checks the Employee's Official Personnel Folders (e-OPF's) to review for compliance with personnel security related documents
    • Works with the Consolidated Classification Unit (CCU) to ensure that all position descriptions have appropriate risk level as determined by Position Designation Tool (PDT)
    • Works with Staffing and Processing and Records Section to ensure each position has the appropriate risk and sensitivity level designated in HR SMART
    • Ensures that security activities are in accordance with ADP security policies
    Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

    Work Schedule: Monday - Friday, 8:00 am - 4:30 pm
