As the Program Specialist, he/she serves as the Lead Contracting Officer Representative (COR) and contract subject matter expert (SME) in Operations Support Directorate, AJW-1.Coordinates contract requirements and contract management procedures.Provides leadership for highly complex and challenging assignments and guidance throughout the Directorate, under the minimal direction of the manager. Provides guidance, support and feedback to customers and stakeholders within established deadlines. Provides training and mentors junior

Applies experience and expert knowledge that are applicable to his or her discipline to conduct
functional activities for projects/ programs that often require the development of new and
innovative approaches. Has knowledge applying acquisition laws and regulations to ensure
conformance to governing laws, regulations and processes related to acquisition.
Contacts are internal and external. Often represents the major subdivision and LOB/SO as a
principal point of contact to provide advice and guidance on the applications of policies and
procedures. He/she interacts on a regular basis with the contract stakeholders and customers, such
as FAA management, contracting officer, CORs, accounting representatives, vendor representatives,
and Office of General Counsel. Works closely with customers, stakeholders & acquisition personnel
for identification and development of acquisition documentation.
Provides expert guidance and instruction to customers and stakeholders to address diverse, complex
issues which often cross multiple projects, programs, and/or functional areas. Develops and
recommends approaches to address current and anticipated problems and issues. Works with senior
management to identify and resolve problems.
Develops and maintains a list of customers and stakeholders. Develops and implements plans and
procedures to best meet customer and stakeholder requirements. Measures customer and
stakeholder satisfaction and seeks feedback for improving contract management procedures.
Provides status reports, progress reports and action plans as required. Plans, coordinates and
performs pre-award and post-award activities associated with new and emerging contracts. Prepares
and maintains acquisition strategy plans, procedures and presentations. Develops and coordinates
Statement of Work, Market Survey, Request for Invitation, Technical Evaluation, Contract
Transition, Contract Training and Contract Management documentation.
Participates in technical evaluation teams and acquisition strategy workgroups. Monitors and tracks
contract period of performance to ensure contracts, option years and continuing tasks are renewed
in accordance with government requirements. Coordinates works tasks to ensure due dates are met;
and reviews work tasks to ensure compliance with governing laws/regulations and customer
satisfaction.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
