This is an open continuous announcement for 180 days or until all positions are filled. It will be used to fill immediate and future vacancies for this agency. There will be multiple cut-off dates with the first being 15 days after the initial opening date of 07/27/2020. Additional 30-day cut-off dates will be established until all vacancies have been filled. Candidates will be referred to the selecting official based off the number of applicants. Applications will be reviewed, as received, with 75 applicants reviewed for each cut-off date. Additional candidates may be referred based on hiring needs. This announcement may be extended an additional 180 days at the request of the service if vacancies have not been filled.
Formulate and recommend policies and plans pertaining to acquisition planning, procurement, and contract administration in connection with acquiring the supplies, equipment and services required; Evaluate the effectiveness and economy of procurement activities and provide for the necessary research in the broad aspects of procurement management; Analyze, interpret and apply Federal procurement regulations or their equivalent; Provide advice and technical guidance for initiatives such as subsistence prime vendor, service contracting, consolidated procurement, and other complex initiatives; Accomplish major systems acquisitions with an emphasis on information and technology; Conduct a program of quality review to assure procurement programs are in accordance with established criteria; Make recommendations and decisions related to program planning and evaluation of long-range acquisition projects that eventually are included in the Acquisition Plans; Develop, lead and direct the functions of a diverse subordinate staff of contract specialists; Serve as a formal Team Lead balancing and distributing team members' workload and monitoring the progress of team members in completing assigned workload; Coordinate various aspects of leading a diverse workforce, developing performance plans, and monitoring performance; Resolve problems and foster workforce diversity; Demonstrate experience in the preparation and presentation of briefings and oral and written communication for high level management with little or minor clerical edits; Negotiate, justify or defend projects, program segments or organizational units to obtain or commit resources; Actively participate in conferences, meetings, hearings, or presentations involving problems or issues of considerable consequence or importance to the program ;Represent the organization as contractual authority at interagency meetings; Research commercial practices for moderate to complex acquisitions to ensure utilization of commercial practices; Assess contractual issues on moderate to complex acquisitions providing regulatory and business advice to non-contracting personnel; Provide technical advice to senior acquisition personnel or program offices on complex contracting assignments based on regulatory compliance.
