This position is located in the Depart of Veteran Affairs (VA), Office of Acquisition, Logistics, and Construction (OALC), Office of Acquisition and Logistics (OAL), National Acquisition Center (NAC), National Contract Service (NCS).
Perform a variety of technical procurement support duties to assist Contracting Officers and acquisition personnel in acquiring and administering solicitations and contracts for high tech medical equipment, pharmaceutical, and prime vendor distribution contracts. Work closely with the Contracting Officer for nonstandard and specialized commodities and services procured by the Division. Properly assemble contract files. Prepare a variety of documents ( e.g., award documents, amendments, modifications, closeout documents, etc.) for the Contracting Officer. Provide letters of delegation to all facilities for placement of orders for equipment maintenance. Process approved payment requests. Maintain accurate delivery schedule records by obtaining and verifying delivery data and/or payment of items. Assist in the administration of ongoing contracts by performing follow-up or expediting deliveries. Work closely with Fiscal, the facilities, and industry to ensure efficient and effective workflow from order placement to final payment. Track and rectify a wide variety of problems that pertain to high tech medical equipment orders to include, but are not limited to, the following: wrong equipment delivered; late delivery; lack of an invoice; lack of receiving repm1; failed inspection; delays in installation, etc. Make recommendations to the Contracting Officer or supervisor on ways to improve procurement processes. Coordinate inspections/audits.
Input, maintain and update all NCS contract administration-related functions and program-related information (i.e., contractor/vendor address listing, contract provisions and clauses, reports, procurement history files, and payment history) in automated systems. Utilize office automation tools to accomplish numerous operations that involve judgment through the application of a wide variety of programming options.
Prepare a wide variety of contracting documents. Assemble and prepare solicitation documents ( e.g., Request for Proposals, Request for Quotations, Request for Information, etc.) and all supporting documents generated for the establishment of contracts. Prepare/issue modifications to effect contract changes such as extensions of delivery schedules, clarification of specifications, and minor waivers.
Prepare and verify various letters, memoranda, modifications, amendments, and facsimiles from notes and data available in the procurement history and contract files in established formats. Support the contracting team by preparing, proofreading, verifying and abstracting the various documents, contract files, delivery orders, reports, and/or records, as required. May prepare minutes and take notes during meetings conducted by the Division.
