Program Manager for Operations is responsible for day-to-day management of the House Operations Center and emergency equipment, assets and capabilities. This includes developing, maintaining and managing operational checklists, job aids, and reference documents. Responsible for developing incident management organizational structures, leveraging National Incident Management System (NIMS) and Incident Command System (ICS) guidelines. This position reports to the Director, Operations & Plans.

1. Serve as subject matter expert on emergency operations issues and House Operations Center (HOC) capabilities and procedures.
2. Oversee and maintain the day-to-day readiness of the HOC, including functionality of all equipment and systems at all locations.
3. Develop, revise, and implement operations center checklists, standard operating procedures (SOPs), concepts of operations (CONOPs), etc.
4. Serve as the lead for developing emergency management Special Event Support Plans.
5. May serve as the HOC manager to coordinate emergency operations, including the collection, analysis, and dissemination of information for consumption by senior personnel.
6. Develop operations center staffing plan, schedule, and workflow timeline.
7. Monitor and coordinate operational activities and provide situational awareness for senior leadership and stakeholders within the U.S. House of Representatives.
8. Manage and maintain applicable technology platforms and databases to support the EMD mission.
9. In coordination with the Test, Training, and Exercise (TT&E) program manager, develop and execute training and exercise events for SAA personnel.
10. Serve as EMD program lead for various program areas including, but not limited to WebEOC, Accountability, Continuity of Operations (COOP) kits, and Emergency Transportation.
11. Support special events and projects, as needed.
12. Liaise with appropriate Congressional staff, other Federal agencies, and private sector entities regarding issues, initiatives, and standards related to emergency management and continuity.
13. Support the development, readiness, and implementation of the House life safety and continuity programs.
14. Serve as a watch officer in the House Operations Center Duty Program; 1-4 days per month; available to work long hours and nights when necessary.
15. Serve on-call 24/7 to deploy to support emergency management and continuity efforts, working remotely if required.
16. Act to support the Director, Operations and Plans and carry out various assignments which further the goals of EMD. May be required to act as the Director, Operations and Plans in his/her absence.
17. Performs other duties as assigned.
Grades 10 & 11
1. Conduct extensive coordination with senior House personnel, Executive Branch, and/or other Legislative Branch agency points of contact.
2. Manage multiple, complex EMD programs and projects without continuous oversight and direction.
3. Oversee major support contracts and procurement efforts; oversee EMD-specific vendor-provider services. Serve as the Contracting Officers’ Representative (COR) on such programs.
4. Support the development and execution of the EMD budget, including identifying opportunities for the appropriate and cost-effective investment of financial resources in EMD assets and resources.
5. May be assigned duties as a 24-hour on-call EMD Duty Officer.

Knowledge, Skills, & Abilities

5. Knowledge of functionality and operability of communications equipment and systems (secure and nonsecure);
6. Some technical knowledge with the ability to troubleshoot issues relating to equipment, software, and system functionality;
7. Ability to develop and execute operational checklists, SOPs, CONOPs, and events support plans;
8. Knowledge of national policies, best practices, and planning in Emergency Management and/or Continuity;
9. Ability to work well under pressure, exercise discretion and sound judgment while independently solving problems;
10. Excellent computer skills (e.g., word processing, presentation slides, spreadsheets, data management, etc.);
11. Highly refined and proficient communication ability;
12. Strong organizational skills;
13. Ability to manage multiple tasks simultaneously.
Grades 10 & 11
Considerations for Grades 10 & 11 will be based on education, years of experience, management experience, and demonstrated ability to effectively interact with politically sensitive issues in technical and legislative environments.
Bachelor’s degree and at least seven (7) years of experience or Master’s Degree and five (5) years of experience, principally in Continuity of Operations (COOP) or Emergency Management required on first day of employment.
Minimum of two (2) years project management experience in corporate, Legislative, and/or government environments. Top Secret security clearance required. Must be able to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance.
Experience working in an operations center (activation, day-to-day operations, and/or system maintenance). Demonstrated competence in a wide range of technical and administrative areas, to include budget, COOP, continuity of government (COG), and Emergency Management.
