This position directs the work of multiple organizational units and across multiple functions and disciplines. As a Supervisory Management and Program Analyst to direct, lead and guide a subordinate staff of project managers, instructional designers, management and program analysts, technical writers, interns, ad hoc teams and/or contractors responsible for designing, developing, delivering and evaluating highly customized, real-time leadership development programs to meet the critical needs of the Air Traffic Organization workforce of today and the future.
The Team Manager uses experience and detailed knowledge analytical and evaluative techniques in applying program/project management principles to oversee management of the Team to meet the critical development needs of the ATO operational and support workforce and improve operations efficiencies. Using qualitative and quantitative techniques and methods, he/she designs and develops a comprehensive integrated portfolio of development programs, initiatives and tools/support. Lead teams in conducting management studies to analyze and evaluates industry best practices and to develop and provide state-of -the-art customized solutions that support talent management solutions for the ATO workforce and that result in the recruitment, selection, hiring and retention of specialists and managers within the ATO.
He/she provides integrated policy, automated systems, tools, and processes, and guidance to support traditional and virtual training and development. He/she uses a detailed knowledge of resource management to manage, define, acquire, and allocate budget, staff, and other resources to accomplish objectives. Manages budget and either reallocates resources among organizational units, projects or programs or acquires additional resources as needed. Leads and integrates the budget planning processes for projects and programs.
He/she assigns tasks and responsibilities to ad hoc team leaders; monitors and evaluates performance; effects hiring decisions; recommends pay increases; and is delegated authority to take conclusive personnel actions involving subordinates. He/she is responsible for communicating the organization's vision and objectives and setting priorities. The incumbent actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs.
Contacts are routinely internal and external to Management Services. Internal contacts are with subordinates, peers, and senior management to discuss the statuses and results of projects/programs and to plan for the future. He/ she provides national leadership and technical guidance to the field on talent management, leadership development and contemporary learning solutions. He/she has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
The Group Manager typically reviews individual and organizational performance on a periodic basis through organizational performance measures to determine success in achieving planned results. The Team Manager has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term objectives) of the ATO.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FG/GS-14/FV-J) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
